Study On The Dynamic Management Mechanism Of Emergency Plan For Primary And Secondary Schools

The emergency plan is not only the core part of emergency management in primary and secondary schools,but also the premise and strong guarantee for primary and secondary schools to respond to emergencies.However,the scale and conditions of primary and secondary schools in China are very different,and there are still problems such as uneven plan preparation level and poor operability.Therefore,establishing a new concept of emergency plan management,constructing a dynamic management mechanism for emergency plans,and advancing the standardization of emergency plan management processes have become the practical needs of the development of emergency plan management in primary and secondary schools.Based on the definition of relevant concepts and theoretical analysis of emergency plans in primary and secondary schools,this paper builds a dynamic management mechanism for emergency plans of primary and secondary schools,and discusses how to effectively operate the mechanism.Take Henan province as an example,analyzing the current situation,problems and characteristics of emergency plan management of primary and secondary schools under different dimensions,and then proposing targeted optimization paths and countermeasures.The main conclusions are as follows:(1)Through investigating the domestic relevant literature of school emergency plan,it’s found that the related research in China starts late,and the research of primary and secondary schools is less,and the most stay in the single link of emergency plan preparation,evaluation,and lack the systematicity of each link in emergency plan management,as well as the theoretical framework under the "Chinese scenario".(2)By analyzing the present situation and problems of emergency plan management of China in primary and secondary schools,applying theories of emergency management,collaborative governance,complex systems,life cycle,etc.,basing on the domestic relevant research results and policy standards,to discuss the composition of each link in primary and secondary schools emergency plan management elements and business processes,and then to construct the universal basic framework of dynamic management mechanism of emergency plan in primary and secondary schools.(3)Using the theory of total quality management,combined with the basic principles and characteristics of the PDCA cycle model,the feasibility of the model in the dynamic management of emergency response plans for primary and secondary schools is proposed,and the operation process and characteristics of the dynamic management mechanism for emergency response plans of primary and secondary schools are explained.(4)Taking Henan province as an example,based on text analysis,interview,questionnaire survey,etc.,it analyzes the macro-deficiencies of "lack of relevant policies for emergency plans in primary and secondary schools,weak coordination and coordination among responsible subjects,and urgently need to optimize the emergency plan system";the meso-dilemma of "the enthusiasm for the management of emergency plans in primary and secondary schools is not high,and the publicity and education of emergency plans is not valued";and the micro-difficulties of "lack of operability of emergency plans in primary and secondary schools,lack of an effective emergency plan management system,the incomplete content of emergency plan drills,and lack of effective integration of emergency plan revision with evaluation ".(5)On the basis of the above,it points out the optimal path of dynamic management mechanism of emergency plan in primary and secondary schools for Henan province,such as "strengthening the special policy construction of emergency plan,improving the coordination and coordination between departments,perfecting emergency plan system".And puts forward "implementing special funds for emergency plan management,improving the transparency of emergency plans,deepening the management and supervision mechanism of emergency plans,broadening the content of emergency plan drills,promoting emergency plan evaluation and revision,strengthening emergency plan management assessment system" of optimal strategies of dynamic management mechanism of emergency plan in primary and secondary schools.
