Research On Emergency Response Plan Dynamic Model And Simulation

In the twenty-first century, China’s economy has continued to maintain a rapid growth, the citieshave also entered a fast development period, and the urbanization process has been correspondinglyaccelerated. However, with the rapid acceleration of urban development, the long-accumulatedsocial conflicts will lead to the outbreak of city public emergencies at any time. The modern city isan organic aggregate including the industry, commerce, residence, recreation and other elementswith the function of administrative jurisdiction, and it is the embodiment of the rapid development ofthe national economy. The rapid development of the city will inevitably cause some new unstablefactors, laying the foundation for the outbreak of public emergencies. In order to reduce theunfavorable factors and the risks brought by them in the process of city development, how toimprove the ability to respond to city public emergencies and how to improve the emergencyresponse mechanism of city public emergencies behoove to become the researching focus, andgovernments have launched a new thinking on urban development and city public security issues.Urban Community Safety is an important component of national security, the government’sability to respond effectively to the public emergencies provides the foundation for sounddevelopment of the city. Facing more and more unexpected public emergency events, the research ongovernmental emergency management and emergency mechanism has become a hot themein academic circle again, it’s not just the theory research on the hot issues of social science, but alsohave important theoretic significance for the government’s emergency disposal of sudden publicevents. This paper, taking the city sudden public events as the research scope and the emergencylinkage mechanism as the research object, combining sociology, administration, computer scienceand other related disciplines of knowledge, applying the method of documentation, Practice-Joint-Theory, and study case verification, to do the research on improving the emergency linkagemechanism of public emergencies in China city.The main contents are as following: The first chapter mainly introduces the background、methodology and literature review of the research，combining with the analysis of present researchstate and putting forward the necessity of the construction of emergency linkage mechanism in ourcountry and the reality problem about how to construct it. The second chapter mainly discussessome theoretical support for this paper. The third chapter analyzes the current situation and existing problems of the emergency linkage mechanism and puts forward the analysis of causes on it. Thefourth chapter makes the systematic analysis and in-depth explanation of the operation of emergencylinkage mechanism. The fifth chapter demonstrate and analyze the hypothesis of chapter three。Thesixth chapter verifies the hypothesis from chapter five through a concrete example.
