Study On The Optimization Of Emergency Coordination Mechanism In H County

Now we have entered the Uka Era,where social instability is increasing day by day and all kinds of emergencies appear one after another,causing huge losses to people’s lives and property.How to deal with the emergency effectively and reduce the loss to people is an arduous task facing the government at present.China’s emergency management started late,the functions of departments are scattered,and coordination mechanism is not perfect,especially the grass-roots government problems are more prominent.On the basis of crisis management theory and collaborative theory,this thesis adopts literature analysis method to preliminarily determine the scientific index evaluation framework of emergency coordination mechanism of county-level government.The final county level government emergency coordination scientific evaluation index system is determined by Delphi.Analytical Hierarchy Process could weigh the index of emergency coordination system of county-level government.By the fuzzy comprehensive evaluation method and other methods,it is found that H County’s emergency coordination mechanism is at a general level,and the main problems arising from the results are analyzed.Through in-depth analysis,the main reasons of this kind of problems are as follows: unclear subject of responsibility,unscientific system,and unclear division of labor,imperfect reward and punishment mechanism and lack of drill.Finally,the countermeasures of optimizing the emergency coordination mechanism of H County are proposed from the four points of system,mechanism,scientific division of labor and strengthening drill.System level includes emergency coordination legal security system,improving specialized emergency management agencies,and the system of emergency linkage operation from three aspects.From establishing and perfecting the information sharing mechanism level communication mechanism,the establishments of a social organization,and emergency coordination reward and punishment mechanism are covered by mechanism from three aspects to improve and optimize.It is hoped that this thesis can provide a powerful reference for the optimization of the coordination mechanism of grassroots governments in emergencies and improve the emergency coordination capacity of grassroots governments.
