The improvement of rural living environment is an important part of the rural revitalization strategy,which is of great and far-reaching significance to the realization of ecological livability and plays an important role in the construction of beautiful countryside.In February 2018,the General Office of the CPC Central Committee and the General Office of the State Council issued the Three-Year Action Plan for Improving Rural Living Environments,which launched a nationwide campaign to improve rural living environments.After three years of remediation,the rural human settlement environment has achieved some results,but the following problems are difficult to consolidate the results of governance,the sustainable development of rural human settlement environment is blocked.The crux of these problems lies in that the role of farmers in the improvement of human settlement environment has not been fully paid attention to.The improvement of human settlement environment is trapped in "Liang Shuming’s trap",that is,"others move but farmers do not move".The "participatory" governance with peasant households as the main body has not been established,but a "management and control" governance pattern with "government leadership,coordination of the village committee and farmers watching" has been formed.How to strengthen the incentive to farmers and form a perfect incentive mechanism for farmers to participate in the improvement of human settlement environment is very important.Based on the above judgment,through several field investigations,the incentive status of farmers’ participation in the improvement of human settlement environment in Q Town was analyzed.Literature method and empirical method,based on the analysis of participatory governance theory and incentive theory,on the basis of in-depth analytical Q town of farmers to participate in the incentive problems of human settlement environment regulation,the study found that the Q town farmers to participate in the incentive problems in residential environment regulation mainly reflects in: participation is not balanced,insufficient incentive problems,loss of self motivation,to participate in the process of fuzzy.The main reasons for these problems are the backward mechanism of peasant households’ participation in the governance of human settlement environment,the difficulty in resolving the conflict of interests among the governance subjects,and the limitation of peasant households’ comprehensive quality.Finally,the incentive mechanism is reconstructed and improved from five aspects: inductive factors,behavior orientation,behavior amplitude,behavior time and space,and behavior domestication.It is expected to provide reference for optimizing the remediation mode of rural human settlement environment in China.
