Research On Multiple Coordination Mechanism In The "Four Platforms Of Grassroots Governance"

Grassroots governance is an important foundation for social governance,and township(street)governance is also an important foundation for grassroots governance.In order to solve the problems of the current grassroots governance system,such as faults in counties and townships as well as segmentation,Zhejiang Province put forward the concept of "four platforms for grassroots governance" for the first time in 2015 on the basis of several experimental projects.The "four platforms" refer to the comprehensive governance work platform,market supervision platform,comprehensive law enforcement platform,and convenience service platform.The "Four Platforms for Grassroots Governance" optimizes the allocation of resources,restructures work processes,and promotes communication and cooperation among multiple entities by integrating and categorizing the daily management service affairs of similar functions,overlapping responsibilities,and close relations between the towns and districts and the county and district departments.As an innovative strategy to solve the problems of county and township governance,the "four platforms for grassroots governance" have constructed a holistic and systematic governance framework in order to promote grassroots governance to achieve the integration and coordination of multiple subjects.Through the establishment of the "four platforms for grassroots governance" multiple synergy mechanism analysis framework,it may be able to better answer how the multiple entities of grassroots governance in the construction of the "four platforms" can ease governance through restructuring of responsibilities,redistribution of resources,and system reorganization "Fragmentation" and effective synergy.Based on the analysis model of typical synergy mechanism,the concept of holistic government governance,and the concept of networked governance,this paper constructs a research and analysis framework for the "four platforms of grassroots governance" multiple synergy mechanism that includes four dimensions of coordination subject,coordination process,system design,and evaluation content.On this basis,this article takes the practice of Hangzhou City Y District as the research object,and tries to answer how the "four platforms of grassroots governance" promote multiple synergy,what kind of institutional effects,what synergy dilemmas,and how to promote collaborative optimization through case analysis.Four key questions.This paper finds that the benign interaction between the main body of collaboration,the process of collaboration,and the system design has initially demonstrated the institutional effects of the “four platforms for grassroots governance”,which are embodied in the enhanced degree of departmental coordination,the enhancement of effective governance capabilities,and the increase in the number of incidents.However,the "four platforms for grassroots governance" multiple coordination mechanism also faces the dilemma of less social forces’ participation,wasted administrative resources,and the grid is facing a crisis of trust.These three dilemmas are caused by policy obstruction caused by government cognitive bias and conflict of interest,selective execution caused by higher-level evaluation and incentive mechanism,unclear identity of grid members,and weak service awareness.Based on this,this article finally puts forward the policy recommendations of the "four platforms for grassroots governance" multiple synergy mechanism: one is to clarify the boundaries of powers and responsibilities,and to explore multiple governance;the second is to improve the performance evaluation and optimize administrative resources;the third is to strengthen public opinion propaganda and focus on business training.
