| The establishment of the party’s regulatory filing and review system is conducive to the smooth development of the filing and review work,is conducive to the timely detection of problems,correcting problems,and ensuring the scientific unity of the party’s regulatory system.The "Provisions for the Recordation and Review of Inner-Party Regulations and Normative Documents of the Communist Party of China" is a newly revised document that has made tremendous progress in the scope,subject,standards,procedures and handling of the review.Research on the regulatory filing and review system.The party’s internal laws and regulations have inadequacy in the standards,procedures,accountability mechanisms,and linkage mechanisms for the filing and review.They also put forward suggestions on the issues based on the shortcomings and applicable experience: improve the standards for filing and review,improve the procedures for filing and review,and improve the filing and review procedures.Review the accountability mechanism and the linkage mechanism.The body of this article includes three chapters:The first chapter is an overview of the party’s regulatory filing and review system.Analyze the concept and content of internal party regulations and filing review respectively,summarize the functions of the party regulations filing review system,sort out the development process of the party regulations filing review system,and lay a theoretical foundation for the follow-up content.The second chapter is about the inadequacies of the party’s regulatory filing and review system.Combining with the current development of the work of filing and reviewing internal party laws and regulations,four deficiencies in the filing and review system of internal party laws and regulations have been put forward.The third chapter is the improvement of the party’s internal regulations and filing review system.Based on the above-mentioned shortcomings,targeted improvement suggestions are put forward. |
