A Study On The Perfection Of The System Of Filing And Examining The Party Regulations Of Northwest University

Perfecting the mechanism of filing and reviewing party regulations and standardizing the work of filing and examining party regulations is an important measure and breakthrough to further promote the comprehensive and strict administration of the party,the overall rule of law and the rule of law,and to enhance the scientific and normative system of party regulations.As a key link in the procedure of making party regulations,the filing and examination of party regulations can not only ensure that the party regulations are consistent with the party’s line,principles and policies,but also ensure that the party regulations are consistent with the constitution and laws.However,in practice,the filing review has exposed a lot of problems to be improved.Perfecting the filing review mechanism is helpful to realize the continuous optimization and upgrading of party regulations,keep pace with the times,maintain the unity and authority of the party regulations system,and strengthen the coordination between party regulations and national laws.This paper mainly studies the improvement of the record and review mechanism of party regulations from four parts: legal basis,system regulations and operation status,existing problems and perfect suggestions.First of all,starting from the legal basis of the filing and examination of party regulations,this paper clarifies the connotation of the filing and examination of party regulations,compares the differences between party regulations and national laws in filing and reviewing,analyzes the unique characteristics of the filing and examination of party regulations,and summarizes the dual value orientation of the mechanism of filing and reviewing party regulations.Secondly,combing the system provisions and operation status of the party regulations filing review,the system provisions from the "centralized" and "decentralized" two angles to discuss,through the flow chart to show the specific operation process of filing review.Thirdly,from the institutional level as well as the operational level of the internal-party laws and regulations filing and review mechanism of the existing problems,that the institutional level of filing review standards are not operable,constitutional review subject authority needs to be clarified and so on;there are some problems in the operation level,such as the operation process is not perfect,the operation of the filing review linkage mechanism needs to be refined and so on.Finally,from the dual point of view of system regulations and operation status,this paper puts forward the system perfection and operation mechanism optimization of party regulations filing and reviewing.The system perfection mainly includes four aspects: improving the maneuverability of filing and reviewing standards,establishing the constitutional review system of party regulations,perfecting the passive review mode of party regulations,and making clear the responsibility for filing and reviewing.From four aspects: perfecting the operation process of filing and reviewing,connecting and linking mechanism of filing and reviewing,strengthening the enforcement of filing and reviewing of party regulations,and issuing typical cases of filing and reviewing,we should optimize the operating mechanism of filing and reviewing of party regulations,in order to help improve the level of filing and examination and realize the value of the mechanism of filing and reviewing of party regulations to the greatest extent.
