"If the grass roots are safe,the world is safe." Grassroots civil servants are the backbone of grassroots governance,shouldering the heavy responsibility of policy implementation and providing high-quality public services,not only reflecting the image of the party and government,but also related to the improvement of administrative efficiency.The report of the 20 th National Congress of the Communist Party of China points out that high-quality cadres should have the ability to serve the masses and prevent and defuse risks.This requires grassroots civil servants to enhance their enthusiasm for service,and to be good public servants to the satisfaction of the people,it is necessary to improve the level of public service.Behavior is determined by motivation,and public service motivation promotes civil servants to start businesses,which is the "original intention" of grassroots civil servants to serve the people.However,in daily work,grassroots civil servants bear greater role pressure,face unclear role recognition,overload of work tasks,and other situations,which seriously dampen work motivation and enthusiasm.Therefore,it is of great significance to study how role pressure affects public service motivation and how to maintain public service motivation of civil servants under high pressure.The research constructs a theoretical model of role pressure affecting public service motivation.Applying the self determination theory,social exchange theory,and self identity theory,using role stress as an independent variable,and public service motivation as a dependent variable,respectively setting professional identity and organizational support as mediating and mederating variables.In order to verify this model,572 valid sample data were collected from grass-roots civil servants in the form of questionnaires,and data analysis was conducted to test hypotheses.The study found that the three dimensions of role stress on grassroots civil servants have a significant negative impact on public service motivation,with professional identity playing a mediating role.At the same time,perceived organizational support not only regulates the negative impact of role stress on professional identity,but also further regulates the mediating effect of role stress on public service motivation through professional identity.Based on the research conclusions,from the perspective of individuals,organizations,and systems,this paper proposes countermeasures to enhance the public service motivation of grassroots civil servants: strengthen education and training to improve the quality and ability of civil servants;Optimize the organizational atmosphere and enhance the organizational support of civil servants;Optimize the management system and complete the work "quickly,accurately,and ruthlessly".
