Civil servants are different with other industries because their costs are all borne by the national finance.In the past ten years,with the rapid growth of the national economy driven by reform and opening up,all walks of life are constantly improving the level of income,except for civil servants.Thus,more and more cadres choose to resign from the system,especially the grassroots civil servants with little space of promotion.On the other hand,“Heat of civil servant” continued to cool.The applicants and ratio of Shanghai civil service examinationcontinued to decline each year.Those phenomena are detrimental to the stability and long-term development of the civil service.In this context,the CPC Central Committee proposed to comprehensively deepen reforms,and ensure a strong organizational guarantee and personnel support.Then they carried out a series of changes,including the reform of the cadre and personnel system,in order to enhance the confidence of the general public servants on the career prospects,and to ensure the stability of the civil service as well.The success of the reform depends on the feelings and attitudes of the grassroots civil servants.This paper study the perception of grassroots civil servants to learn the most concerned part of them about the reform.And through the relevant document review,this paper expounds the theory of organizational change and change attitude,then choose commitment to change as the breakthrough point,focus on public service motivation factors.Through interviews,questionnaires and the empirical analysis,this paper mastered the influence of public service motivation on their changing attitude and the effect of changing attitude on turnover intention.Research shows that the public service motivation can significantly affect the commitment to change,and Affective commitment to change and normative commitment to change are positively related to attract of policy.The commitment to change of grassroots civil servants is alsorelated to their work life and job level and some other factors also.The study also found that continuance commitment to change is related positively to turnover intension of the grassroots civil servants.Based on the results of empirical analysis,this paper put forward some ideas and suggestions on improving the commitment to change and reducing turnover intention of civil servants from the perspective of the civil service management department,to provide a useful reference for the government departments.
