| In the 1990 s,scholar Pery first put forward the concept of “public service motivation”.In the past 20 years,research on public service motivation has mushroomed,with a basic reference to Pery’s 24 items,the scale has undoubtedly provided a superior methodological impetus for the majority of Public Service Motivation Studies.Research shows that public service motivation and job performance are highly relevant and positively correlated.The higher the motivation of public service,the higher the enthusiasm of their work,and the more effective they can serve the society.It is the ideal that the public organization personnel pursue to contribute their own strength and realize their self-value for the social development,this,in turn,has led public officials to expect to improve their level of public service motivation.For the Public Organization personnel,the Public Service motive obviously should develop into a more worthy of attention question.To this day,in the study of the Contemporary Public Administration and Public Management,there are few topic concepts like the public service motivation,which cause a heated debate.The public service motivation is becoming more and more refined in its concept,influencing factors,measurement and existing challenges.Up to now,there are relatively many references about the public service motivation,in particular,the impact of its work performance research has formed a more extensive research overview.In this article,the author focuses on the study of the impact of public service motivation on job performance of civil servants at the grass-roots level in Tianshui,adding the three dimensions of “patriotism”,“party’s purpose” and “moral ethics”,the measurement of public service motivation is extended.The research focuses include the current situation,research ideas,important and difficult points,concepts,theoretical basis,research design,empirical analysis,conclusions and recommendations.The results of the study show that there are still some problems and challenges in the study of public service motivation,and the theory and methods with Western characteristics need special consideration in the background of China,at the end of the review,the author hopes to make some suggestions for the future research on public service motivation and job performance of civil servants at the grassroots level in Tianshui.From the perspective of Public Service motivation theory,this paper selects the Tianshui Ecological Environment Bureau as the research object,and concludes that public service motivation has a certain impact on job performance through Quantitative analysis,combined with the analysis results and interview data and other summary Issues,and finally put forward the corresponding recommendations for improvement.The thesis consists of six parts: in the introduction part,the research background,purpose and significance,domestic and international research status,to clarify the impact of grass-roots civil servants’ Public Service motivation on job performance;The first chapter introduces the related core concepts and theoretical basis;the Second Chapter Designs the Research Framework as a whole;the third chapter carries on the empirical analysis and tests the research hypothesis;the Fourth Chapter Draws the conclusion and the related suggestion through the analysis to the reorganization. |
