Promoting Rural Revitalization Through Collaborative Governance Operational Mechanism Research

The rural revitalization strategy is a major innovation and breakthrough of our Party in the process of building a modern country.The rural revitalization strategy is a comprehensive upgrade of the construction of a new socialist countryside,the fundamental way out to solve the difficulties of rural development,and an important follow to do a good work on agriculture,rural areas and farmers in the new era.Therefore,how to better promote the rural revitalization strategy and achieve the goal of rural revitalization is a problem that we must think deeply about.Reflecting on the existing difficulties of human,financial and material governance in rural areas,the realization of rural revitalization must break through the original rural governance systems and mechanisms,and fully mobilize all kinds of rural governance resources to achieve effective governance.Based on the practical experience of X Village,a typical village of rural revitalization in Shanxi Province,this paper analyzes the practical process of multi-subject participation in rural revitalization from the perspective of collaborative governance,and comprehensively examines and explores the operation mechanism of rural revitalization from the two links of how coordination occurs and continues.Therefore,it provides experience reference for the rural revitalization practice in Shanxi Province and even other regions.Firstly,this paper analyzes the practical operation process of multiple subjects participating in rural revitalization from the perspective of collaborative governance,and defines the governance role and governance mode of different subjects.Secondly,we should comprehensively examine the practice of collaborative governance,make a vertical and in-depth analysis of the occurrence mechanism and continuous mechanism of collaborative governance,and comprehensively explore and refine the key factors and their operation logic of collaborative governance.Finally,the governance results of the operation of X village cooperative governance mechanism are analyzed and summarized,mainly manifested in the four aspects of economic transformation,cultural inheritance,ecological optimization and social cohesion.Through research,the government transformation,institutional supply,organizational innovation,cultural identity,value orientation and villager subjects are the key factors and internal operation logic of multi-subject coordination,and these elements run through all links of rural governance,and thus promote the realization of rural revitalization.First,the occurrence mechanism of collaborative governance.Government transformation is the political premise of collaborative governance,system supply is the fundamental guarantee of collaborative governance,and organizational innovation becomes an important basis of collaborative governance;second,the sustainable mechanism of collaborative governance.Cultural identity is the spiritual foundation of collaborative and continuous development,and the core value generated by local culture is the inexhaustible driving force of collaborative and continuous development.The cultivation of villagers runs through the practice of coordinated governance and rural revitalization,and is the most basic and important endogenous force of continuous coordinated governance.
