Evaluation,Optimization And Improvement Study Of Synergistic Degree Of Home And Community-based Elderly Care Involving Non-profit Organization

As the aging problem in China is increasingly serious,the government and society pay more attention to the elderly care.However,the function of traditional home-based elderly care model is weakening,making it unable to eradicate all elderly care problems.Since the institution-based elderly care model deviates from the traditional Chinese family concept,coupled with the high cost of capital and fees,there is still a big contradiction between the number and scale of existing institutions and the demand of the current aging population.In this context,the model of community and home-based elderly care,which is relied on communitybased elderly care and supplemented by institution-based elderly care,cannot only meet the emotional needs of the elderly,but also relieve the pressure of home-based elderly care and institution-based elderly care.It is an effective way to tackle the current elderly care dilemma.In a bid to fulfill the policy requirements of diversification and specialization in the supply of elderly care services,social organizations are gradually participating in community and home-based elderly care.It cannot only liberate the government's public service resources,but also mobilize the market forces,and cannot only make up for the government and market failure,but also improve the professional level of the elderly care service.However,the implementation effect of existing community and home-based elderly care model is not ideal.To be precise,market resource absorption and allocation is insufficient and participation of social organizations is rather restricted.The profit model of social organizations is unsustainable due to the low-end quality of elderly care service and The poor effectiveness of government purchase service.According to the above problem,this study put forward the idea of coordinated development,explore the social organizations and government agencies involving in the implementation of coordinated development path of community and home-based elderly care service,give full play to the community and home-based elderly care model of sustainable operation.It is of great significance to optimize the allocation of resources,improve service quality and set up efficient elderly care model.Specific research contents shall be carried out according to the following steps:(1)Research on collaborative agent of community and home-based elderly care.First of all,this paper analyses the current domestic and foreign research status about community and home-based elderly care.On this basis,combining with China's community and homebased elderly care policies,development model and the actual case,this paper defined the collaboration concept of community and home-based elderly care.Secondly,Combining with the existing problems of community and home-based elderly care in Nanjing,four types of collaborative subjects and 23 specific collaborative agents were identified based on the Stakeholder Theory and questionnaire survey method,in-depth interview method and snowball method.Finally,according to the network governance,the paper built and analysed social network model of collaborative agents from the perspective of information communication and supervision management,and then put forward the problems of the coordinated development of community and home-based elderly care.(2)Research on the collaborative development mechanism of community and homebased elderly care.Based on the Complex Systems Theory and the actual operational characteristics of community and home-based elderly care,this study firstly identified and elaborated the "six flow" synergies that affect the development of community and home-based elderly care,such as environment synergies,resource synergies,business synergies,mechanism synergies,supervision synergies and information synergies.Then,according to the synergies theory,this paper analyzes the phenomena of synergies such as nonlinear interaction,fluctuation and evolution of home-based elderly care service system and constructs the collaborative system model of community and home-based elderly care from two dimensions of participant and business process.Finally,from the perspective of order parameters such as organizational structure,information sharing,system design,goal coordination,benefit balance and resource integration,this paper elaborates the collaborative development mechanism of community and home-based elderly care.(3)Research on coordination degree evaluation of community and home-based elderly care.Firstly,through analyzing the definition,characteristics,main contents,influencing factors of "six flow",this study preliminarily selected 45 evaluation indexes.Secondly,through questionnaire survey,exploratory factor analysis and confirmatory factor analysis were used to determine and establish an index system for the collaborative degree evaluation of community and home-based elderly care,including 6 primary indicators and 25 secondary indicators.Finally,taking Nanjing as an example,this paper calculated the order degree of each subsystem,expressed the difference between order degree by using the standard deviation rate,and then converted the difference degree into the matching degree,so as to calculate the coordination degree of community and home-based elderly care.The reliability of the evaluation index system is verified by the above example,which provides a basis to improve their competitiveness by improving the collaboration degree.(4)Research on optimization mechanism design of community and home-based elderly care.Firstly,the interaction relationship of "six flows" is clarified and 15 interaction hypotheses are proposed,laying a foundation for the establishment of Structural Equation Model in the following paragraphs.Secondly,based on the above research results,this study analyzed the influence path based on the "six flow" and clarified the coupling relationship between the "six flow".In combination with SNA,three strategies are adopted to optimize the collaboration degree.On the basis of simulation,three suggestions on collaborative development and optimization of community and home-based elderly care were put forward.(5)Research on collaborative simulation and optimization of community and homebased elderly care.Firstly,Vensim and Anylogic are used to construct the causality diagram and the stock flow diagram,and determine the value and the relationship of each variable.Based on Anylogic simulation platform,an example simulation was conducted on the collaboration to clarify the change in the collaboration degree.At last,sensitivity analysis method was used to compare the effects of different optimization strategies.
