| With the continuous advancement of my country’s aging process,the demand for elderly care services cannot be effectively met.Therefore,in order to improve the elderly care service system,the government is actively looking for solutions.With reference to the government’s purchase of public services,the government purchases elderly care services from third parties.But in general,the government’s purchase of elderly care services is still in an exploratory period,and the development is not perfect.Therefore,in order to improve the performance of government purchases,the performance of government purchases should be evaluated.The performance of the government’s purchase of elderly care services is the result of the government’s organization of purchase activities,which is specifically manifested in the two processes of government purchasing of elderly care services and service agencies producing elderly care services.Therefore,based on the research of related literature and theoretical concepts,this paper divides the performance of government purchase of elderly care services into efficiency and quality based on the dual orientation of process and results,which together constitute the two aspects of performance evaluation.Among them,benefit evaluation is from the perspective of the government,discussing the spillover effects of government purchases of elderly care services,while quality evaluation is from the overall perspective,evaluating the quality of service Establish an ideal model for the performance evaluation of the government’s purchase of elderly care services,supplemented by quantitative data,and verify the performance evaluation system constructed in this article with the Xining government’s purchase of elderly services data,provide a theoretical basis for the government to intervene in elderly care services,and explore the theory of government purchases of elderly care services Foundation and service boundaries.Studies have shown that to comprehensively evaluate the performance of government purchases of elderly care services,firstly,a multi-level and multi-angle evaluation system should be constructed;secondly,the specific elderly care services purchased by the government should be matched with evaluation indicators;finally,for the government to purchase elderly care services,etc.The evaluation of public services focuses on the analysis of satisfaction with service quality. |
