Research On The Function Of The Town Government Under The Background Of Beautiful Village Construction In Nanfeng Town,Zhangjiagang City

In 2017,the 19 th National Congress of the Communist Party of China was officially held.At the meeting,General Secretary Xi Jinping delivered a report entitled "Decisive Victory to Build a Well-off Society in an All-round Way and Seize the Great Victory of Socialism with Chinese Characteristics in the New Era" The report clearly pointed out that in accordance with my country’s current national conditions,vigorously implement the strategy of rural revitalization,promote the priority development of agriculture and rural areas,and fully refer to the general requirements of industrial prosperity,rural civilization,ecological livability,orderly governance,and well-off life,and strive to build urban-rural integrated development Policy systems and institutional mechanisms to accelerate the modernization of my country’s agricultural and rural development.The《Strategic Plan for Rural Revitalization(2018-2022)》was officially announced and issued by the State Council in the second half of 2018.The first chapter of the planning background,Chapter Two,Basics of Revitalization,puts forward requirements for the construction of beautiful villages.The article points out that we must adhere to rural development.Laws,and steadily promote the construction of beautiful ecologically livable villages.As all regions across the country vigorously advocate the implementation of the strategy of rural revitalization,in the process of deepening the construction of a new socialist countryside and the construction of ecological civilization,the carrier support of beautiful rural construction is inseparable,and the vitality of social development has also been continuously released.The function of the town government plays a pivotal role in the construction of beautiful villages.The town government is the most convenient link to the countryside,and it is directly related to the effectiveness of the construction of beautiful villages in various places.This dissertation selects Nanfeng Town,Zhangjiagang City,Suzhou as the research object,and uses literature method,interview method and questionnaire method to study the function of the town government in the construction of beautiful villages.Research has found that in the process of building beautiful villages,the Nanfeng Town Government attaches great importance to the function of mechanism construction and establishes a working mechanism;in the function of scientific planning,measures are made according to local conditions and scientifically prepares plans;in terms of clarification of responsibilities and functions,the overall coordination and division of functions are clearly defined;Highlight the characteristics of the classification construction function,adhere to the classification construction;combine the supply and management of the fund guarantee function to provide fund guarantee;seek support in the extensive publicity function,and conduct extensive publicity.Although some results have been achieved,there are still some problems in the functioning of the town government,such as poor operation of the functions of the institutions involved in the construction,insufficient fund guarantee capabilities,imperfect government control mechanisms,unbalanced work advancement,and unclear government propaganda guidance Wait.The reason is that the government’s communication and linkage mechanism is not strong,the government’s funding channels are single,the government’s later management is not satisfactory,the endogenous motivation is insufficient,and the village’s enthusiasm for democratic participation is not high.Based on the above research,this article puts forward five countermeasures to improve the construction of beautiful villages in six aspects:establishing a diversified linkage mechanism,optimizing the function of fund guarantee,improving the level of comprehensive management and protection,strengthening the guarantee of organizational strength,improving the supervision and evaluation system,and strengthening publicity to mobilize the enthusiasm of all parties.The functions of the Fengzhen government can be used to better promote the construction of beautiful villages.
