Research On The Selective Execution Strategy Of Returning Elite Rural Cadres From The Perspective Of Street Bureaucracy Theory

This paper selects Y village in Henan Province as the survey site,and uses in-depth interviews and other methods to conduct field research on the establishment process of civilized village in Y village.Based on this research,this paper discusses why returning elite village cadres carry out selective implementation in the process of participating in grass-roots governance,and how to use their own ability and resources to carry out selective implementation?How to understand this selective execution from the perspective of the discretion of street bureaucrats?In order to answer the above questions,this paper divides the main body of the article into three parts according to the process event analysis method.Under the guidance of the main line of discretion,this paper analyzes the goal choice,strategy choice and planning choice made by returning elite village cadres in the brewing stage,action stage and effectiveness stage of the establishment of civilized village.Specifically,the first part analyzes the accumulation of complex work tasks in the village under the pressure system,which is difficult for village cadres with limited time and energy to deal with,which brings the objective necessity of target selection.At the same time,both the village and the returning elite village cadres who play a dual role are looking for development opportunities to make the target selection have subjective initiative.Therefore,in the discretionary space,it prioritizes various tasks according to its own ability and work expectation,and locks in the current work goal;The second part describes the multiple difficulties and challenges faced by returning elite village cadres in the process of work,explains why they must constantly make choices and judgments according to the actual situation,determine the current action strategy,and describes in detail how they make use of "returning advantage" and "elite ability" on the basis of discretion to make strategies of linking resources,cadre group interaction and effective and fair distribution of resources,Promote the development of the establishment of civilized villages;The third part emphasizes that if returning elite village cadres want to make achievements in highly repetitive grass-roots work,they must stick to their good and qualified work and bring it into the future development plan.After the first two stages,the establishment of civilized village has brought material and spiritual support results to the village.These results not only exchange development resources for the village,but also provide emotional and psychological positive incentives for the village to devote attention,energy and resources to the work again in the work planning on the basis of the expected discretion,Realize the implementation and promotion of the establishment of national civilized villages at the grass-roots level.The study found that at different stages of participating in grass-roots governance,returning elite village cadres will produce selective implementation strategies such as goal selection,strategy selection and planning selection on the basis of personal ability,resources and social relationship network due to subjective and objective reasons such as front-line implementation policy environment,village material and spiritual conditions and personal career development planning,These selective implementation strategies are made on the basis of discretion,which can promote the effective implementation of national policies at the grass-roots level.
