Research On Function Improvement Of County-level Inspection System

Inner-Party inspection system is an important measure to strengthen inner-Party supervision and promote the construction of a clean and honest government.It is also an effective way to construct an anti-corruption work system and realize institutional anti-corruption.Among them,inspection is the extension of inspection by the Central Committee and the provincial Party committee at the city and county levels,and is a powerful measure to realize the full coverage of inspection and inspection and build a linkage political supervision network from the top to the bottom.Therefore,only with a scientific and efficient inspection system,inspection work can form a wide range of long-term deterrence,and promote the quality and efficiency of grass-roots inspection work.Based on the theory of supervision within the party,the theory of power restriction and the theory of new institutionalism,this paper explains the concepts of inspection,inspection,supervision and supervision,and analyzes the function of inspection system.Taking N County in Hunan Province as an example,this paper introduces the practice of N County’s inspection system by centering on the organization construction,work development,work introduction,work operation mechanism,work development process and work status quo.At the same time,the paper summarizes the practice and exploration of the inspection system in N County,namely,the practical experience of establishing rules and regulations to play the restrictive function of the inspection system,the normative function of the inspection system through strict procedures,the deterrent function of the inspection system through strengthened supervision,and the guiding function of the inspection system through clear direction,etc.Through interview investigation,summed up the inspector system at the county level in the N county in the practice of insufficient incentive function,guiding function is not strong,regulate function to improve,deterring function still need to strengthen the function such as shortage problem,and analyzes the reasons,in order to improve the inspector system function for other county party committee,provide reference to establish and perfect the system of the inspector.Finally,through the combination of research and analysis and the actual problem,this paper puts forward the optimization path of strengthening the scientific top-level design of the inspection system,enhancing the ability of the inspection cadres to use the system,strengthening the accountability of the rectification of the inspection,and strengthening the typical publicity of the inspection results to realize the function improvement of the county inspection system.The main content of inner-party supervision with the changing of the new situation,the inspector system as an important system of the inner-party supervision system nature also follow up in time,so only ascension work closely around the inspector system function,management efficiency,to maximize system constantly promote the development of county inspector work quality,promote comprehensive governing party to the grassroots level.
