| Since the 18 th National Congress of the Communist Party of China,patrol inspection has become an effective means for the Party to manage and administer himself sternly,for better carrying out inner-party supervision and anti-corruption struggle.The report of the 19 th National Congress of the CPC pointed out that it is necessary to establish a supervision network of up-down linkage of patrol inspection.So patrol work came into being.In the latest revision of the party constitution,the work of patrol inspection has also been discussed.After the 19 th National Congress of the CPC,the inspection work of the local districts,cities and counties is fully under way,the inspection has become a new topic in the new era.In the early stage of patrol work,All the local districts,cities and counties analyze and guide the inspection work,through learning the experience of the central and provincial committees.However,as an extension of patrol work in the local area,patrol work is bound to be fundamentally different from the central patrol work in the process of implementation.A prominent phenomenon of Chinese government behavior is that when the various instructions is carrying out from the higher authorities,it often takes various means,just like a saying that "having policies at the top and Countermeasures at the bottom".That leading to the result that the implementation process deviates from the original intention of the policy,which we usually call it "collusion phenomenon".This phenomenon is the product of China’s system and policy environment,and it has a wide and profound legal foundation in China.The central proposition of this paper is: how to crack the "collusion phenomenon" among the grass-roots governments and take effective measures to ensure that the inspection work achieves the expected results of the central government,under the administrative system of China.In accordance with the trend of the times,from the perspective of histology,taking S District of R city as an example,the author studies the new subject of patrol work in depth.In the first part of this paper,it is determined that the theme is to study the "collusion" in the patrol,through the research of background,significance,train of thought,methods and framework of patrol work etc.The second part mainly introduces the concept,guiding ideology,basic tasks,basic policies and theoretical sources of patrol work.The third part is the empirical research.By respectively analyzing the characteristics and current situation of the patrol work of R city and R city S district,comparing the relevant data,combing the key problems in the patrol work.The fourth part,based on the three paradoxes of collusion,analyzes the causes of the problems.The fifth part,in view of the most fundamental reason,combined with the theoretical analysis of the organizational basis and institutional environment of this kind of phenomenon,puts forward specific suggestions such as improving the system and mechanism,standardizing the organization and management,and building an iron army for patrol work,so as to fundamentally solve the problem of stubborn illness and depression.Due to the short time of patrol work,the research is still in the initial stage.I hope this research can provide reference and valuable experience for the in-depth development of patrol work in districts(cities)and counties,promote the improvement of patrol system,and promote the in-depth development from strict party governance to grass-roots level. |
