Study On Inner-party Governance Function Of The Central Inspection System

The early inspection system was carried out at the times of Chinese revolution and aimed to strengthen the leading power of the party.And after the reform and opening up the core functions of the system was gradually changing to inner-party supervision.The inspection system itself should be used to play the role of supervision within the party,but for a very long time due to the particularity of Chinese historical development,the effects of inspection system cannot focus on supervision within the party,though the early effect of the system make some influences on the inner-party supervision but the influences were limited.The inspection system started to play a role in the inner-party supervision after the reform and opening up.From the "solemn decoration" to the stage of institutionalization which can affect the society,the inspection system has experienced a long and tortuous time.The thesis mainly focuses on the history from the reform and opening up to 18th CPC National Congress.During the time,the system recovered from a dissolving era to develop,finally forming a party governance system based on the characteristics of Chinese successful experience and other aspects of the basic ideas.Its development relies on the current systematic corruption and the basic background of the ruling party,CPC.At present a lot of research are studying on this system,but the study from the aspects of analyzing it as a means to make effects to inner-party governance as well as the mechanism of the system is lacking.The current research concentrates on the analysis of basic system and lacks some profound research about the Chinese administrative logics.The above contents constitute realistic backgrounds and theory meanings of the research.Specifically,the research concentrates on the central inspection system from the reform and opening up to thel8th CPC National Congress.The first chapter and the second chapter are the basic theoretical section of this paper,mainly on the concepts and the theories of the thesis.The third chapter mainly analyses the development of the inspection system after the reform and opening up and before the 18th CPC National Congress.The inspection system was abolished for nearly thirty years after the restoration,and then continue to be institutionalized.After the reform and opening up the inspection system begins to affect the supervision within the party and also promotes party unity,but the function is limited,and to a great extent,the system is still a "solemn decoration".The fourth chapter and the fifth chapter analyzes the central inspection system after thel8th CPC National Congress,when the system gradually turns into an important index of "cure the disease" from a "solemn decoration".The inspection system appears unprecedented innovation and vitality in the aspects of the inspection mechanism,means and effects.The inspection mechanism has five main contents,such as task mechanism,staffing mechanism,scope of inspections,the working mechanism and the responsibility mechanism as the main operating mechanism,also along with some innovation about inspection methods,such as "a for three","a for two",”mobile inspection" and so on.These mechanisms and methods make great effects on the improvement of inspection frequency and effectiveness of anti-corruption degree,playing a critical role in the inspection system’s construction.In the future if we want to keep the inspection system effective,we have to take some sustainable factors into account.These factors also carry out sustainable development and impetus of the inspection system,such as the main central leadership support,the scientific configuration of the inspection system,the degree of coordination between inspection system and other supervision system,etc.Many studies at present are about analyzing the characteristics of the inspection system and the results of the inspection system to prove it is a good system.But this thesis is different from existing studies,which is also the innovation of this paper.The thesis focuses on the historical changes of the system,which is shown from the original"solemn decoration" to "cure the disease",the driving force behind the mechanism(i.e.the change before and after of the differences of driving force),operation mechanism,methods system and implementation effects.These are all linked together and have a reasonable logic connection to prove the administrative system of Chinese public administration logic behind the inspection system.
