Community governance is an important field of urban grass-roots governance in China.In different historical periods,urban grass-roots governance shows different forms.In terms of the concept,approach,mode and degree of organizing residents to participate in urban grass-roots governance,different characteristics are also reflected in different periods.With the change of “unit person” to “social person”,the ways residents participate in community governance should also change.There are two ways for residents to participate in community governance:one is “atomized” participation as independent individuals,the other is to participate in community governance through various organizations.The process of organizing residents to participate in community governance can be called residents’ organizational participation.Moreover,compared with the organizational history,the current organization is actually a kind of re-organization.This study has done a long period of follow-up and research on the community of C street in Chengdu,absorbed the existing theoretical research and drew lessons from the experience of organizing residents of the Singapore People’s Association.And this study claims that in urban community governance,individual participation and organizational participation are two necessary ways of participation,but organizational participation reflects more advantages.In the key period of promoting the modernization of urban community governance in our country,it is very urgent to study the related problems of community residents’ re-organizational participation under the background of the disintegration of traditional organization mode and the incomplete establishment of new resident organization form.In this paper,the topic of residents’ re-organizational participation in urban community governance is divided into four interrelated and focused questions:first,what is the value of re-organization of residents’ participation at present;second,what are the problems and root causes of the current organizational situation of community residents’ participation in China;third,how other countries or regions promote residents’ organizational participation and whether there are experiences and lessons to be learned in China;and fourth,what ways can be used to optimize the current situation of residents’ organizational participation and improve the existing problems.This study holds that the re-organization of residents’ participation is the basis of the modernization of community governance.The re-organization of community residents’ participation is not only in line with the policy trend of our country,but also in the expression and satisfaction of residents’ demand,the cultivation of social capital,the maintenance of public order,the realization of personal value and so on.Through the investigation and study of communities in C street,it is concluded that the dilemma of re-organization of C street community residents to participate in community governance mainly focuses on four aspects:motive power,mode,resources and effect.This paper selects Singapore which has certain comparative significance to carry on the analysis,and thinks that the People’s Association has the reference value in the organization structure construction,the power division,the communication mobilization,the resources integration,the talented person cultivation,the goal setting and so on in promoting residents’ organizational participation in community governance.Because the re-organization of residents’ participation is a continuous process,it needs to be analyzed from many dimensions.At present,this paper mainly considers to optimize it by improving power,empowering and increasing energy,and building a platform.
