| Urban grassroots communities are the basis for the operation of China’s society,and the degree of urban community governance is related to the effectiveness of China’s social governance.After the founding of the People’s Republic of China,China’s community management system has undergone a change from a unit system to a community system,and the main body of governance has also undergone a transformation from single to pluralistic.As a key part of participating in community governance,the degree and effect of residents’ participation have a crucial impact on community construction and development.Through comprehensive analysis of the research results of academia and the empirical study of community residents’ participation in Yunlong District,Xuzhou City,it is found that the participation of urban community residents has achieved many positive results: the construction of a basic system for residents’ participation,the infrastructure platform for participation,the continuous improvement of residents’ awareness of participation,the diversification of participation channels and methods,and the exemplary role of community party members in participation.However,there are still structural defects in the participation groups of residents,and there is a general lack of vitality;The field of residents’ participation in community affairs is relatively one-sided,and the degree of participation is not deep enough;The initiative of the main body of residents’ participation is insufficient,and the problem of passive participation is prominent;The ability of residents to participate in community affairs is relatively inadequate,and the quality of participation is not high;Residents’ participation channels are not smooth enough,and the participation process is often blocked;There are many problems such as the low degree of organization of residents’ participation,and the widespread phenomenon of atomic participation.The main reasons for these problems include: the institutional mechanisms for population participation are not yet mature,and the phenomenon of government "offside" is still prominent;The laws and regulations on residents’ participation are not perfect,and the protection of residents’ participation rights is insufficient;The functions of autonomous organizations are insufficient,and there is no substantial progress in community self-government;Incentives for residents to participate are relatively lacking,and residents’ motivation to participate is insufficient;Residents lack a sense of community belonging,and the cultivation of public spirit needs to be strengthened.Strategies to optimize participation in urban communities include: Improve relevant legal systems and further clarify the boundaries of government functions,powers and responsibilities;Give full play to the guiding function of party building and better play the autonomous function of neighborhood committees;Promote the construction of community culture,cultivate public spirit,and stimulate residents’ motivation to participate;Promote the improvement of the structure of participating groups,and mobilize the enthusiasm of young and middle-aged groups to participate;Strengthen community social organizations,improve the level of residents’ participation through "organization",give full play to the empowering value of community social organizations,and accurately meet the needs of residents;Appropriately increase the guarantee of special funds,and use new technological means to smooth participation channels,etc. |
