Research On Residents’ Participation In Community Disaster Prevention And Management Under Diversified Governance

Community is the basic unit in the national governance system and a vital part of grass-roots emergency management.In the context of risk society,it is of great practical significance to vigorously strengthen the construction of disaster prevention and governance capacity of urban communities,improve the comprehensive disaster prevention and mitigation capacity of grass-roots units,and effectively ensure the safety of residents’ lives and property,so as to promote the modernization of national emergency management system and capacity.In recent years,China’s community disaster prevention and governance has made great progress,from the original "passive defense" to the direction of "active action" co construction,sharing and co governance,and residents have gradually become one of the important subjects in community disaster prevention and governance.However,due to various factors,residents still face many problems in the process of participating in community disaster prevention and governance,such as insufficient awareness of active participation,insufficient mastery of professional skills,and not wide participation channels.The effective participation of residents in community disaster prevention needs to be improved.In order to further deepen residents’ participation in community disaster prevention and governance,improve residents’ awareness and participation ability in disaster prevention and mitigation,and consolidate the foundation of community safety,this study intends to start from the practical problems existing in residents’ participation in community disaster prevention and governance,take a typical community as a research sample,analyze the main problems and causes,and put forward relevant countermeasures and suggestions to improve residents’ participation in community disaster prevention and governance.Firstly,based on the multiple governance theory and disaster risk management theory,through the case analysis of X community in w City,this study systematically combs the main problems existing in the process of residents’ participation in community disaster prevention and governance,mainly including community residents’ participation in community disaster prevention and governance,insufficient cognition of disaster prevention and governance subjects,relatively single links and contents of residents’ participation in community disaster prevention and governance Residents’ willingness to participate is higher than their behavior;Through field visits and questionnaires,the main causes of these problems are analyzed,mainly from the aspects of system and mechanism,participation culture,residents’ initiative and so on.Secondly,based on the multiple subjects of central governance theory and the relevant contents of community residents’ participation in disaster prevention and governance in disaster risk management theory,this paper puts forward suggestions on Residents’ participation in community disaster prevention and governance from the three levels of government,community and individual.From the government level,it is necessary to clarify the relationship between relevant participants,improve relevant regulations on community emergency management,clarify the rights and obligations of residents’ participation,and provide a strong guarantee for residents’ participation in disaster prevention and governance.From the community level,the community needs to deepen the participation of residents and further improve the overall efficiency of community disaster prevention and reduction;We should also build a benefit coordination mechanism to maintain residents’ participation in community disaster prevention and governance,and improve residents’ willingness to participate;Actively create a cultural atmosphere for residents to participate in community disaster prevention and management,in order to form a good situation of everyone’s participation.From the individual level,community residents should improve their sense of ownership and give full play to their initiative in grass-roots governance,especially in community disaster prevention and reduction;We should stimulate endogenous motivation,enhance interest in participation,and actively enhance the ability of disaster prevention and reduction;We should also strengthen emotional identity and strengthen the cooperation and interaction among residents in community disaster prevention and management.Finally,it makes a brief summary of the full text,and makes a brief prospect of the contents that need to be further strengthened in the future research.
