| After building moderately prosperous society and turning the first Centennial goal into reality,based on the profound grasp of the historical position,the Central Committee of the CPC Central Committee has made a major strategic judgement on the future development prospects of our country,that is,"will enter a new stage of development".In the new stage of development,there will be new directions and characteristics.At the same time,it puts forward new requirements on how to make the national economy and society develop with high quality,how to comprehensively deepen the reform and opening up,how to develop with people’s livelihood as the center,and how to build a more and more beautiful well-off society.The construction industry is one of the pillar industries of the national economy.It has been a major industry for absorbing surplus rural labor and increasing farmers’ income for a long time.According to the "Recommendations of the Central Committee of the CPC on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals for 2035",people’s livelihood and wellbeing must reach a new level in the new stage of development.However,it is currently in a transitional period to a new stage of development.The labor employment system in my country’s construction industry is not yet complete,which is mainly reflected in the lack of standardization of labor employment contracts,the low participation rate of migrant workers in social insurance,and the obvious aging trend of labor employment in the construction industry.The proportion of migrant workers holding certificates is small.The above-mentioned problems will not only hinder the management and maintenance of market order in the construction industry,but also hinder the development of engineering quality and safety management,hinder the rapid development of construction industrialization,and bring hidden dangers to social harmony and stability.Based on this,with the help of literature research,comparative research,investigation and other means,After analyzing the protection of the rights and interests of construction workers in Chengdu,this paper uses the civil rights theory,social equity theory,Maslow demand theory and other tools to reveals the prominent problems and reasons in the protection of the rights and interests of migrant workers in the construction industry in Chengdu,and proposes solutions based on this,including: first,Accelerate the reform of registered residence system in urban and rural areas,change the management system,and second,improve the migrant workers’ rights and interests protection related legal system in the new development stage,including the legislation,improvement and revision of relevant laws and regulations,so that it can be in line with the protection of the rights and interests of migrant workers.Conformity;third,transform government functions,by strengthening the supervision and law enforcement,the legitimate rights and interests of migrant workers can be effectively protected;fourth,establish a credit mechanism for construction enterprises;fifth,strengthen education and training for migrant workers in the construction industry,and do a good job in training and publicity.Great capital investment.In addition,it is necessary to straighten out the construction labor subcontracting management system,standardize the behavior of construction labor employment in the construction market,and ultimately realize the "dual drive" of safeguarding the legitimate rights and interests of migrant workers and promoting the development of the construction industry.Starting from the current situation of labor employment in my country’s construction industry,this article discusses and researches on standardizing the management of labor employment in the construction industry,Improve the comprehensive quality of migrant workers,so that their legitimate rights and interests can be effectively protected. |
