| In recent years,with the rapid development of China’s platform economy,the number of employees relying on Internet platforms,such as online couriers,online car drivers and online anchors,has increased rapidly.Due to the flexible and diversified employment forms of platform enterprises and practitioners,it is difficult for most of them to establish labor relations with platform enterprises,and they cannot be adjusted by the existing labor laws in China,so they face new challenges in protecting their rights and interests.The Party Central Committee attaches great importance to the protection of the rights and interests of workers in new industries,and General Secretary Xi Jinping has repeatedly given important instructions to protect the legitimate rights and interests of workers in new industries,because it is about fuller and higher quality employment,social justice,harmony and stability.However,the protection of the rights and interests of workers in new industries is a complex social governance issue that cannot be solved by the government alone,and requires the collaboration of government departments at all levels vertically,as well as collaboration between public and private sectors horizontally,to build a collaborative governance system with the participation of multiple subjects and clear rights and responsibilities to achieve good governance.In view of the fact that the essence of the protection of workers’ rights and interests in the new industry is highly compatible with the theory of multi-governance,this paper takes the theory of collaborative governance,the theory of new public management,the theory of good governance and other public management theories as a guide,adopts the literature method,the interview method and the questionnaire method,takes Foshan as an example,systematically compares the current situation and characteristics of the co-construction and co-governance of the government,the market,social organizations and other multiple subjects,and summarizes the problems from the aspects of protection of rights and interests and multi-governance.The problems are summarized.The main problems are:labor security laws and regulations do not fit with the protection of workers’ rights and interests in the new industry,it is difficult to effectively supervise the labor security situation in the new industry,the synergy of multiple subjects is not sufficient,the mechanism of multiple governance is loose,and the supervision and evaluation system is not sound.The main reasons for this are:traditional governance concept shackles,conflict of interests among multiple subjects,immature development of multiple subjects,poor multiple governance mechanism,and information barriers to multiple coordination.Through the inspiration of domestic and foreign experience,this paper proposes a multi-faceted cooperative governance system and optimized countermeasures for the protection of workers’ rights and interests in the new industry in Foshan:firstly,to strengthen the goal of good governance of cooperative governance,and accelerate the innovation of social governance system and governance mode;secondly,to strengthen the concept of multi-faceted governance,cultivate social multi-faceted governance subjects,and clarify the boundary of multi-faceted cooperation among government,market,social organizations and the public;finally,it is to build a pluralistic and collaborative governance system to protect the rights and interests of workers in the new industry.Based on the perspective of pluralistic governance,this paper studies the problems and countermeasures of protecting the rights and interests of workers in new industries under the framework of public management theory,which is innovative in terms of research perspective. |
