Grass-roots civil servants are the "last hands" in policy implementation,and their behavior not only affects people’s real life,but also affects people’s evaluation of government governance system.However,through the investigation,we found that the job burnout of grass-roots civil servants has become increasingly prominent year by year,which has attracted the attention of many scholars.At present,most of the researches start from the macro-level external environment such as institutional pressure and organizational culture,but ignore the micro-level individual psychological perception.Individual psychological perception is usually affected by the scene.Information and communication technology(ICT)is shown in the working scene as online office systems such as QQ,Nail,We Chat,etc.which are used or contacted by grassroots civil servants for a long time.Organizational identity is the individual’s recognition of the values and goals of the organization.Job requirements-resource theory holds that it is easy to produce technical pressure when individuals are unable to cope with the use of technology,while social identity theory points out that organizational identity affects whether individuals will make negative behaviors.Therefore,studying the influence of information and communication technology(ICT)pressure and organizational identity on job burnout of grass-roots civil servants can help us deeply understand the mechanism and put forward targeted suggestions on this issue.In this paper,Tarafdar et al.(2007)’ s ICT stress perception,Mael and ashforth’s organizational identity scale(1992)and Shu Qin and Wang kanliang’s grass-roots civil servants’ job burnout scale(2010)are used to measure variables.based on 1195 questionnaire data,descriptive statistics,correlation analysis and regression analysis are used to analyze ICT stress,job burnout,job burnout,job burnout,job burnout and job burnout.The purpose of this study is to answer the following questions:(1)Will ICT pressure affect job burnout of grass-roots civil servants? If so,how will it affect?(2)Can organizational identity regulate the impact of ICT technology pressure on job burnout of grassroots civil servants?It is found that:(1)ICT pressure will affect job burnout of grass-roots civil servants.Among them,the higher the technological overload,technological invasion,technological complexity and technological insecurity,the higher the emotional exhaustion level,the higher the technological uncertainty and the lower the emotional exhaustion.The higher the technological invasion and insecurity,the higher the de-personalization level.The higher the technological overload,complexity and uncertainty,the lower the level of ineffectiveness.(2)Organizational identity plays a significant positive regulatory role in ICT stress-emotional exhaustion,ICT stress-ineffectiveness,that is,compared with those with low organizational identity,those with high organizational identity feel that technological invasion and technological insecurity have a stronger impact on emotional exhaustion,and technological uncertainty has a stronger impact on ineffectiveness.This is inconsistent with the original hypothesis of this paper.This is because high organizational identity will make individuals improve their own requirements driven by high sense of responsibility.When dealing with technical pressure,their own resources are unbearable,and they feel more emotional exhaustion than those with low organizational identity;But at the same time,high organizational identity makes individuals improve their self-evaluation,reduce their uncertainty about technology,and show their enthusiasm for technological pressure,pay attention to the proof of self-worth,and feel less ineffectiveness than those with low organizational identity.According to the research,the greater the pressure of ICT,the more emotional exhaustion and depersonalization the grass-roots civil servants show,but the lower their sense of ineffectiveness.Organizational identity improves the influence of ICT stress on emotional exhaustion and ineffectiveness.This study suggests that,firstly,the ICT pressure of grass-roots civil servants should be relieved from the source through preliminary investigation,unified training and platform integration.Secondly,improve the self-efficacy of grass-roots civil servants through career planning teaching;Furthermore,it is necessary to reduce the technical pressure on them through organizational identity and reduce the job burnout of grassroots civil servants;Finally,government departments should pay attention to the mental health of grass-roots civil servants and provide prevention and counseling services for their job burnout.This study expands the research perspective of ICT pressure,refines the mechanism of ICT pressure and organizational identity on job burnout of grass-roots civil servants,expands the variable relation model,and provides ideas and suggestions for alleviating job burnout of grass-roots civil servants.In addition,this paper studies under the background of Chinese culture,and the data and research results not only ensure the authenticity,but also fit the local situation better.
