Study On The Governance Path Of Rural Human Settlements In The Deep Poverty Area Of Xinjiang Environment Governance

Rural issues have always been a common concern of all sectors of society.With the proposal of the National Rural Revitalization Strategy,the improvement of rural human settlements environment is very urgent.For a long time,due to the influence of natural,social and economic factors,the deep poverty areas in Xinjiang have not paid enough attention to the governance of rural human settlements.In recent years,with the continuous and in-depth promotion of poverty alleviation,the economy of the deep poverty-stricken areas has been greatly developed,which provides conditions for the implementation of human settlements governance in the deep poverty-stricken areas of Xinjiang.Ho Wiver,the participants in human settlements governance lack a systematic understanding of human settlements.Therefore,this paper carries out the research on the governance path of rural human settlements in deep poverty areas of Xinjiang,and provides guidance for the governance of human settlements in deep poverty areas of Xinjiang.This paper mainly includes four aspects:First of all,through the collection,analysis,combing and research of the relevant literature about the evaluation index system of rural human settlements at home and abroad,from the six aspects of ecological environment,residential environment,infrastructure,public service facilities,social environment and economic development environment,the paper constructs the evaluation index system of rural human settlements in the deep poverty areas,including 27 three-level indexes,so as to make the deep poverty areas Participants in human settlements governance have a comprehensive and systematic understanding of human settlements,which lays a foundation for the steady development of rural human settlements governance.Secondly,based on the maturity theory of project management,combined with the evaluation index system of rural human settlements in deep poverty areas,the governance process dimension and process level dimension are determined,and the Governance Maturity Model of rural human settlements in deep poverty areas is established.The model includes 27 key processes,each key process governance includes 4 dimensions,and the best practice of each dimension is determined.On this basis,the design through the investigation of specific communities,and then determine the path of the initial maturity level of community human settlements governance.Thirdly,based on the initial maturity level of community human settlements governance,determine the target maturity level of community human settlements governance.After defining the governance objectives,the governance should be carried out in accordance with the principle of "the lowist level first,the important process first".The steps and operation of the governance should be designed,the governance path of community human settlements should be established,and the governance path should be expressed by functional relationship.In this process,AHP is used to determine the importance of key processes in maturity model.Finally,using the determined path of human settlements governance,Wi choose a community in the deep poverty-stricken area of Xinjiang to conduct empirical research,determine the existing short board of community human settlements governance,determine the governance sequence of the existing short board,and put forward suggestions for community human settlements governance combined with practice,to verify the feasibility of determining the governance path.In the verification process,in order to facilitate the operation and understanding,the office software is used to design the calculation table of the system,so as to provide convenience for the governance participants to carry out their work according to the determined governance path.
