Research On The Promotion Path Of Village Rules And Regulations In The Governance Of Rural Human Settlements

Village rules and regulations have greatly promoted the governance of rural human settlements,and rural human settlements governance has also become one of the most important functions of village rules and regulations.At present,there is a "last mile" problem in the governance of rural human settlements.Most of the existing studies have studied rural human settlements governance from the perspective of the main body.This paper studies rural human settlements governance from the perspective of village rules and regulations,and constructs an analytical framework for collaborative governance from three aspects:system,structure,and process.This paper conducts intermittent field investigations in Caoping Town,and conducts face-to-face interviews with local town cadres,village cadres and villagers to obtain first-hand information.Based on the analysis of the survey data in Caoping Town,the research believes that in the governance of rural human settlements,the promotion of village rules and regulations requires internal and external forces.The internal force refers to the system born in the village,the internal members and the mobilization incentive;the external force refers to the national system and the external members.The formal system provides the basic guarantee,and the informal system promotes it.Village-level organizations,rural elites,and all villagers work together to promote village rules and regulations through guidance,advocacy and practice.The mobilization incentive mechanism promotes village rules and regulations through a combination of soft mobilization,hard mobilization,positive incentives and reverse incentives.In addition,the study found that in the governance of rural human settlements,there are problems in promoting village rules and regulations.The content setting of village rules and regulations is subjective,the enthusiasm of the people to participate is not high,and the mobilization of village-level organizations is insufficient.The main reasons for the problems in the process of promoting the village regulations are the vague system implementation standards,the weak sense of public recognition,the improper setting of the interest structure,and the inadequate incentive and safeguard measures.It can be adjusted by clarifying the construction of the institutional environment,strengthening the resonance of the main structure and improving the mobilization and incentive mechanism.
