The Research On Standardization Construction Of Police Affairs’ Auxiliary Staff Group In Public Security Department

In recent years,with the more and more serious public security situation,maintaining social stability,managing public security and other work shoulder heavy responsibilities,and the lack of police force in the Public Security Bureau,leading to contradictions increasingly appear.In response to this situation,the Public Security Bureau at all levels has taken many measures to recruit a number of auxiliary police,in order to provide assistance to the people’s police and the Public Security Bureau to facilitate the smooth operation of their police work.In fact,these important initiatives fully demonstrate the role of the auxiliary police in assisting the Public Security Bureau at all levels in their work,such as serving the people,carrying out administrative work,cracking down on illegal and criminal acts and maintaining social stability and so on.In addition,the problems existing in the auxiliary police force have become more and more prominent,which are embodied in the failure to establish a standardized auxiliary police force,which has a series of problems,for example,the comprehensive quality is not high,the occupational security is low,the duty division is not clear as well as the legal status is not clear and so on.This paper mainly takes the auxiliary personnel of Haikou Public Security organs as an example,through the in-depth study of this group,puts forward the ideas and measures to strengthen the standardization construction.This paper makes a detailed analysis of the connotation and significance of the standardization construction of the police auxiliary personnel team,and expounds the development course of the police auxiliary personnel team in China.After a detailed analysis of the current situation and the existing problems of the auxiliary police force of Haikou Public Security organs,this paper puts forward some practical problems,such as the weak consciousness of law and discipline and the lack of practical skills in police affairs.In the author’s opinion,the reasons include the lack of supervision and accountability,the lack of a strong sense of collective belonging and the growing demand for police services.In order to make the construction of the Auxiliary Police Force of Haikou Public Security organs more standardized,the author has actively studied and drawn on the excellent management experience of other countries,and at the same time combined it with the actual situation of our country,put forward some solutions: First,through the improvement of laws and regulations to do a good job of auxiliary police standard management of the top design.Actively promoting legislation,clarifying the quota and equipment of the auxiliary police,setting up a unified auxiliary police management agency,clarifying their duties and powers,and expanding their professional space,etc.,we will further establish and improve the management system for the ranks of auxiliary police personnel in terms of standardizing personnel recruitment,improving the supervision system,strengthening positive encouragement and improving the assessment system,from the promotion of social identity,the establishment of police culture and pay to improve the support staff of the security mechanism for continuous improvement.According to the exposition of this article,I hope that more scholars and auxiliary police management staff will participate in the study of the subject of Auxiliary Police Standardization Construction,through theoretical discussion and put it into practice,in order to build consensus,promoting the standardization of auxiliary police construction in China.
