With the complex social security situation in recent years,the work pressure faced by public security organs is increasing day by day.The traditional police force can no longer meet the daily needs of police,and public security organs across the country are facing a serious shortage of police force.They have to recruit auxiliary police personnel on a large scale to enrich the police force.The enrichment of auxiliary police personnel has effectively alleviated the problem of insufficient police strength.Practice has proven that the auxiliary police team has played an important role in assisting the people’s police of public security organs in various policing activities,greatly improving policing efficiency and saving administrative costs.However,as an auxiliary force,the auxiliary police force faces problems such as low welfare benefits,high turnover rate,and limited career development,becoming a vulnerable group in society.This paper takes the standardized management of auxiliary police personnel in Lanzhou public security organs as the research object,and uses questionnaire survey,interview,and comparative analysis methods as the main research methods to study the problems that arise in the standardized management of auxiliary police personnel in Lanzhou public security organs.Then,the current situation and achievements of standardized management of the auxiliary police force in Lanzhou public security organs were analyzed,including the problems in management mechanisms,job responsibilities,talent recruitment,education and training,management supervision,and occupational security.The paper further analyzes the reasons for the above-mentioned problems,pointing out that the main reasons are the relatively lagging standardized management of the auxiliary police force,insufficient consideration of the special characteristics of the auxiliary police in actual work,lack of unified standards and institutionalized recruitment mechanisms,lack of awareness of long-term planning and continuous improvement in auxiliary police education and training,relatively incomplete supervision system of Lanzhou auxiliary police,and lack of comprehensive protection of personal rights and welfare.Finally,based on the advanced practices of countries such as the United Kingdom,the United States,Singapore,and Hong Kong,Beijing,Shanghai,and Shenzhen in China,the following suggestions are put forward: firstly,establish and improve the standardized management system and mechanism of auxiliary police in Lanzhou;Secondly,clarify the responsibilities and work permissions of auxiliary police positions;Thirdly,standardize the recruitment and training mechanisms for auxiliary police officers;Fourthly,establish a multi-level supervision and management system;The fifth is to open up the development channel for auxiliary police officers and build a promotion system for auxiliary police officers;Sixth,optimize the salary structure of auxiliary police officers and improve the mechanism for safeguarding the rights and interests of auxiliary police officers.This study can promote the standardized management reform and innovation of auxiliary police personnel by the public security organs in Lanzhou City,and then provide reference for the standardized management of auxiliary police personnel in Gansu Province and even the whole country. |
