For the tax department,it is of great significance to implement the strategic deployment of the Party Central Committee and the State Council for the reform of the tax department,comply with the reform of "release,management and service",promote the transformation of service-oriented government,optimize the business environment,and accelerate the process of tax modernization.The State Council clearly proposed to promote the performance evaluation of the government,proposed the requirements of building a service-oriented government,local tax departments have responded,have carried out a series of reform on the performance evaluation related work.As one of the grass-roots tax departments,D Taxation Bureau started the performance evaluation work since 2014,D Taxation Bureau achieved certain results.Therefore,there are some problems have not been solved,resulting in the current performance evaluation system can not fully meet the requirements to effectively implement the performance evaluation work.Therefore,to explore the improvement and innovation of tax department performance evaluation and promote the implementation of "comprehensive performance evaluation" work of grass-roots tax department has become an important issue in front of D Taxation Bureau and all grass-roots tax departments in China.In order to solve the above problems as the research goal,at the same time for D Taxation Bureau to achieve the construction of service-oriented government in the new era of tax reform requirements,this study in the context of the full implementation of performance evaluation by the taxation bureau,based on the government performance evaluation theory,introduces the relevant content of the balanced scorecard,combined with the practical problems existing in the performance evaluation of D Taxation Bureau.Optimize the current performance evaluation system of the D Taxation Bureau.Through the systematic use of In this paper,case analysis and other methods are used,this paper analyzes the current performance evaluation system of D Taxation Bureau,and concludes that the D Taxation Bureau’s performance objectives need to be reset,performance indicators and performance evaluation process need to be redesigned,and feedback channels need to be broadened and improved.Then,through the implementation of dynamic management of performance objectives,establish a scientific and information-based performance evaluation system,ensure the effective implementation of the performance evaluation system,ensure the all-round communication of the performance evaluation system,and provide support for the performance evaluation of D Taxation Bureau.
