Under the background of rapid economic development,the traditional government management models have many shortcomings like that the management concept was too old,the management efficiency was low and so on.The challenges faced by government management are becoming more and more serious.Government management innovation is an important measure for the new government to adapt to social changes and promote social stability and rapid development.It can also effectively promote China’s political system reform.Performance management is the main measure for the government to implement management innovation that can effectively change the management mode currently used by the government.The taxation department is the main institution for the government to manage the economy.Improving the performance management level of the taxation department can improve the government’s management level as a whole.The grassroots taxation department is the specific executor of the state taxation work.It has a decisive influence on the construction and implementation of the performance management system.Further strengthening the performance management of the grassroots taxation department is the basis for the smooth implementation of the performance management of the taxation department.Therefore,continuous optimization of the performance management system of the grassroots taxation department is an important goal for its management.This thesis firstly introduces the related concept knowledge of performance management and the theory of balanced scorecard.Then,based on the taxation department of X city,the current performance management index system of the performance management of the taxation department of X city is analyzed and summarized.The main problems in performance management are put forward,and the main causes of problems are analyzed from the aspects of economic growth,service concept and performance management mechanism.Based on this,the optimization of the performance management system of the taxation department of the X-based taxation department was carried out.The performance evaluation index system of the X-city taxation department was optimized by introducing the Balanced Scorecard,and the financial,customer,internal management processes and learning were analyzed.The optimization content of the four dimensions,such as growth,combined with the strategic goals and core values of the X-based taxation department,finally designed the performance evaluation index system of the balanced scorecard of the tax department and individual departments.The safeguard measures for the smooth implementation of the performance appraisal system are put forward to ensure that the performance management indicators can better guide the overall performance management of the taxation departments of X city,with a view to improving the quality and efficiency of taxation work. |
