Performance management is a worldwide problem. In the current situation of the aging problem of age structure, tax department is facing more and more problems such as: team vitality, construction of quality, and the continued development. The tax department has become an important government performance evaluation component.This paper analysis the application of performance evaluation of tax department in Zhejiang Province, to build performance evaluation index system of tax department, intends to use scientific methods to solve the revenue growth sluggish, the credibility of the tax authorities challenged by other management problems, enhance the cadres and workers enthusiasm, improve work efficiency.This paper describes performance evaluation of domestic and foreign situation and performance evaluation related theories, analyzes the real practice of performance evaluation in the pilot units of Zhejiang Province, it pointed out that the existence of problems such as unscientific set of the indicators, and propose solutions. Focuses on the BSC, which was widely used, discussed that the tax authorities have the basic conditions of using the Balanced Score Card to construct the Performance Evaluation System. Combined with the four dimensions(financial, internal management, learning and growth, the taxpayer) of the Balanced Score Card to design the evaluation index of tax department of Zhejiang Province. According to the tasks and strategic objectives of the deployment of Zhejiang Provincial Administration Bureau, designed 7 level one indicators, 25 level two indicators, and 71 level three indicators. Proposed that we should pay attention to the results of incentives to the staff, and improve the effect in real work.By using this advanced management tool Balanced Score Card in the tax department, to deepen the performance assessment, improve management and service levels, establish a sense of scientific development, promote the transformation of government from the management model to a service-oriented government, to promote the Zhejiang tax department become a excellent managed, efficiency organized, excellent service, and healthy developed of innovation and benefit type of department.
