Research On Performance Index System Of Rule Of Law Construction In District A Based On Balanced Score Card

For more than ten years,in the relevant decisions and documents of the party and the government,it is proposed without exception to promote the construction of the rule of law by assessment and evaluation,and build a scientific and reasonable assessment and evaluation system.Under this historical background,this paper aims to reconstruct a set of performance evaluation index system of rule of law construction facing the masses and reflecting the effectiveness of rule of law construction by introducing the concept and method of government performance evaluation.The research has important theoretical value and practical significance.The goal of the rule of law construction is to build a "Trinity" rule of law construction that can be seen and touched by the people.At present,most of the evaluation of China’s government’s rule of law construction is limited to internal evaluation,showing problems such as unclear functional positioning,complex index system,single evaluation subject and so on.Therefore,there is still a large space for optimization in the evaluation of the construction of the rule of law in China.Based on the analysis of the evaluation index system of the rule of law construction in area a,this paper introduces the theoretical framework of the balanced scorecard,formulates the strategic objectives of the rule of law construction in area a based on the result orientation and public satisfaction orientation,and tries to reconstruct the top-down evaluation in the system into the performance oriented target evaluation,Build a performance evaluation index system of rule of law construction integrating,17 secondary indicators and 62 tertiary indicators of citizen dimension,internal management,rule of law cost,learning and development,and use the expert scoring method to assign the weight.
