Research On Prevention And Control Of Corruption At The Grass-roots Level

At present,in the construction and development of our country,the grass-roots cadres are playing the role of mainstay,and are the leading force to win the battle against poverty and the battle of epidemic prevention and control.In all the Mass Work,the grass-roots cadres are most aware of the people’s aspirations and aspirations,the reality of life,the current situation of development,and are most closely connected with the masses.Corruption in the grass-roots cadres will reduce the trust of the masses in the government,and the distrust of the masses will even lead to the weakening of the ruling ability of the party.In recent years,based on its functions,the discipline inspection and supervision organs of D county in S city have performed their duties in accordance with the law and taken the initiative to strengthen the supervision of the operation of power at the grass-roots level in areas under their jurisdiction.However,the fight against corruption in D County still faces serious challenges,with frequent violations of discipline and law in key areas and key posts,and relatively weak quality and level of Party building at the grass-roots level,especially in rural areas,the "Pension system and services for the aged,Early Childhood Care and Youth Education,Transformation of old districts and preservation of historical features,Rural Revitalization" around the masses are still relatively prominent.The working efficiency and quality of the basic discipline inspection and supervision organs are low,the execution of the system of dissolving human relationship and the nourishment of corruption subculture,etc..Taking the status quo of corruption in D county of S city as the research object,this paper collects the case data and relevant statistical data of D county in the past five years,and through interviews with the cadres of discipline inspection and supervision at the basic level,by consulting literature and other methods,this paper systematically summarizes the characteristics of corruption at the grass-roots level and the problems existing in the prevention and control of corruption,combines the theory of power balance and the theory of power rent-seeking to probe into the causes of the corruption,and takes the situation prevention theory as the breakthrough point,to explore effective ways to prevent and control corruption at the grass-roots level,that is,to set up optimization strategies from the initial stage,the intermediate stage and the suspension stage to reduce corruption incentives,strengthen supervision and restriction,and improve management mechanism,etc.,to provide constructive advice for anti-corruption work at the grass-roots level,effectively reduce the incidence of corruption,improve the quality and efficiency of corruption prevention and control work at the grass-roots level.
