Rural development has always been the focus of the work of the Chinese government.The Central Committee publishes the "No.1 Document" every year,giving many support to rural areas in terms of policies and economic preferences.In the field of poverty alleviation,“village officials” are the implementers of poverty alleviation policies,and their integrity determines the implementation of poverty alleviation policies in rural areas.Poverty alleviation is not only an important link in the comprehensive realization of a well-off society,but also an important task for all sectors of society and rural grassroots autonomous organizations.Once the "village official" can’t stand the temptation in the grassroots management,the implementation of the deviant behaviors such as power for personal use and abuse of power will not only damage the direct interests of the peasants,hinder the industrial development in rural areas,disrupt the normal operation of the rural economy,but also damage the villagers’ hearts.And the good image of the government affects the stable development of rural areas.In recent years,due to many problems in rural grassroots governance in China,the number of “village officials” corruption cases in the field of poverty alleviation has increased year by year.In order to win the victory of poverty alleviation at an early date,it is extremely urgent to punish the “village official” corruption crime.At present,there are many researches on the corruption crimes of "village officials" in China’s academic circles.However,the research on corruption crimes of "village officials" in the field of poverty alleviation is rare and relatively simple.The study of using criminological theory to prevent corruption crimes in the field of poverty alleviation "village officials" is more It is minimal,and there are few empirical studies on research methods.This paper analyzes the "village official" corruption cases in the poverty alleviation field in Zhengzhou in the past 10 years,summarizes the basic characteristics and manifestations of the "village officials" corruption crimes in the field of poverty alleviation,and combines the theory of daily activities of criminology to focus on the village officials."The causes of corruption crimes are targeted to the situational prevention measures of "village officials" corruption crimes in the field of poverty alleviation.First of all,it defines the scope of “village officials” and introduces the role of “village officials” in poverty alleviation and the performance of corruption.On this basis,the paper studies the corruption cases of “village officials” in Zhengzhou City from 2009 to 2018 in the field of poverty alleviation,and summarizes the specific cases of such cases in terms of harmful consequences,involved subjects,criminal forms,types involved and penalties.feature.Secondly,combined with the theory of daily activities of criminology,it analyzes the deep-seated reasons of corruption of “village officials” in the field of poverty alleviation,and can better explain the influence of situational factors on the implementation of corruption by “village officials” in the field of poverty alleviation.The three factors of potential criminals,appropriate targets,and lack of powerful regulators are used to explain the specific causes and mechanisms of corruption in “village officials” in poverty alleviation.In the field of poverty alleviation,“village officials” are tempted by the outside world,and without proper and powerful supervision,it will lead to frequent corruption of “village officials”.Based on the analysis of the characteristics,causes and generation mechanism of the “village official” corruption crime in the poverty alleviation field,the situation prevention theory is quoted into the prevention of corruption crimes in the “village official” in the poverty alleviation field,enriching the theoretical path of governance “village official” corruption.We will no longer only pay attention to the criminal factors of “village officials” corruption in traditional crime prevention,but also pay more attention to criminal behaviors and situational factors in the corruption of “village officials”,so that preventive measures are more targeted.From the five levels of increasing the difficulty of crime,raising the risk of crime,reducing the benefits of crime,reducing criminal incentives,and excluding criminal excuses,this paper analyzes the preventive measures of corruption crimes committed by “village officials” in the field of poverty alleviation.
