Corruption Prevention In Grass-root Governments

The prevention of grassroots corruption refers to the mechanism of corruption taking into account the establishment of grassroots system and work practices,and measures to reduce corruption opportunities from the angles of system design,system implementation,system assessment,policy disclosure and supervision and inspection.The corruption of the grassroots government has its own particularities compared to the problems of corruption at the ministerial,provincial and municipal leve ls.A single corruption incident alone,perhaps a small amount.However,the issue of corruption at the grassroots level gives the public a more direct impression of the masses,brings more direct loss of interests to the masses and makes them even more disgusted.As a socialist country under the leadership of the working class and people's democratic dictatorship based on the alliance of workers and peasants,the masses' questioning of the integrity of the government is a shake-off of the party's governing foundation.Therefore,grassroots corruption prevention work is imperative and imminent.In the report of the 19 th NPC,it is proposed to step up efforts to rectify the corruption around the masses,indicating that the party and the state have a deeper understanding of the seriousness of the issue of grass-roots corruption and it is even more urgent to address the issue of grass-roots corruption.At the basic level,the solution to the problem of grassroots corruption stil l depends on prevention.To find a way to prevent corruption,we should start with studying the causes of corruption and the conditions of corruption.Corrupt people,having the preconditions of implementing corrupt behavior,that is,controlling a certain power or public resources,seek the loopholes in the system and implement acts of corruption based on the motive of corruption generated inside.Corruption prevention is to reduce the chance of corruption and cut off the chain of corruption from the source,by scientific and rational design of policy system,strictly regulate the implementation of policies,keep pace with the times,adjust policies in a timely manner,strengthen the supervision of accountability,enhance the transparency of policies and ensure the public's right to information,etc.Therefore,starting from studying the problem of corruption and starting from the general principles of corruption prevention,this paper proposes tha t,corruption subculture prevalent,corruption prevention system is unsystematic,there is no place for exerting force,and the the motivation to prevent corruption is insufficient.Meanwhile,there are policy design unscientific and unreasonable implementation,the adjustment is not timely,monitoring is not in place,publicity is not in place and other institutional mechanisms.By learn from the prevention and control of Singapore,the United States,Hong Kong and other places of work experience,proposed at the grass-roots government,improve System construction,strengthening internal and external supervision,increasing openness of the government and other measures.
