Preventing Crimes Related To Corruption Committed By Officials At Village Levels Under The Background Of Targeted Poverty Alleviation On The Basis Of Situational Crime Prevention Theory

With the increasing efforts to alleviate poverty at the grassroots,it's much more easier for village cadres to contact with various kinds of funds and materials for poverty alleviation.Driven by interests,some village cadres can't help to breaking laws and committing crimes.In order to ensure the implementation of the targeted poverty alleviation strategy,we must pay attention to the prevention of the village cadres' duty crimes.At present,most researches on relevant issues are carried out from the perspective of criminal law,but there are some shortcomings in reflecting the particularity of duty crimes committed by village cadres in the field of poverty alleviation,which need to be re-examined from the perspective of criminology.This paper attempts to use criminology theories to explore the causes of duty crimes committed by village cadres.Being concentrating on the characteristics of it,then puts forward targeted ideas for prevention and builds a prevention system.In addition to the introduction and conclusion,this paper is divided into three parts: First,"the current situation and characteristics of job-related crimes committed by village cadres in the field of targeted poverty alleviation".It is a form of official crimes,and village cadres are the main perpetrators.Such crimes are not prominent in total amount,but it is necessary to prevent them.Its specific characteristics are that most of the people involved are "top leaders",and the main crimes involved are corruption crimes.The criminal methods are diversified,and the joint crimes occur frequently.What else,the amount of crimes is usually not high,but the duration is generally long.Second,"the causes of job-related crimes of village cadres in the field of targeted poverty alleviation".As for the determination of the causes of crime,the classical school of criminology and the empirical school of criminology have different perspectives.And from a practical perspective,it is necessary to introduce the theory of situational criminology and focus on the factors that provide "opportunities" for crime.The position of village cadres provides them with the natural convenience of committing crimes,and the poverty alleviation funds are attractive to them.At the same time,the weak supervision of poverty alleviation work makes it easier to carry out crimes,and the poor people's lack of rights protection awareness and ability makes it difficult to find crimes.The third is "the prevention system of job-related crimes committed by village cadres in the fieldof targeted poverty alleviation".The prevention system of official crimes of village cadres in the field of targeted poverty alleviation should take situational prevention as the core,while traditional methods of crime prevention also exist as supplementary measures.Situational prevention includes how to increase the difficulty of crime,increase the risk of crime,reduce the benefit of crime,reduce the factors that stimulate crime and eliminating the excuse for crime.The supplementary measures of situational prevention include maintaining high pressure,increasing punishment,strengthening ideological education of village cadres and vigorously promoting the system of support in villages.It is necessary to comprehensively apply the above measures to prevent job-related crimes of village cadres in the field of targeted poverty alleviation.The possible innovation of this paper is to introduce situational criminology,which is less concerned by domestic scholars.This should be an aspect to improve in the future.
