Research On The Leading Role Of The Government In Financial Poverty Alleviation

Eliminating poverty and achieving common prosperity is a long-term goal pursued by humankind.Under the government-led poverty alleviation and development system in China,more and more social forces are gathered to fight against poverty,and the vitality of poverty alleviation shows that the performance of poverty alleviation has been greatly improved.The government financial poverty alleviation is an effective attempt to solve the problem of poverty around the world.Due to lack of government policy support,imperfect poverty alleviation information sharing mechanism,and the ambiguity of poverty alleviation objects,there are many difficulties in local government poverty alleviation.It is urgent to conduct in-depth research on how to effectively use financial poverty alleviation measures to improve government’s highquality poverty alleviation work.In this context,this paper conducted a systematic study on current situation,problems and countermeasures of the role of the government in the financial poverty alleviation in Chongqing.Under the guidance of relevant theories of public management,the study referred to relevant achievements of domestic and foreign scholars took poverty-stricken districts and counties of Chongqing as the research area,and adopted research methods such as questionnaire survey and interview research methods.First of all,on the basis of sorting out the research status at home and abroad,the paper summarized relevant policy theories,and analyzed current status of the role of the government in financial poverty alleviation.Secondly,a questionnaire survey was conducted on rural households in poverty-stricken counties in Chongqing,and a total of 270 questionnaires were issued,of which 260 are valid;Interviews were conducted with 4 bank poverty alleviation cadres and 4 supervisors to collect and analyze the evaluations,suggestions and needs of various entities on the government’s guiding role in financial poverty alleviation;Thirdly,combined with the current status of the role of the government in financial poverty alleviation of Chongqing S Commercial Bank,this paper discussed the problems and deficiencies related to the role of the government at present,and analyzed typical cases of the role of the government in financial poverty alleviation at home and abroad.Finally,it put forward the countermeasures and suggestions for government to play an effective role in financial poverty alleviation,which provides theoretical support for the realization of high-quality financial poverty alleviation.The results showed that in the process of financial poverty alleviation in China,the government played an important role in formulating poverty alleviation policies and guiding social forces to participate in poverty alleviation.What’s more,in the implementation of the specific work of financial poverty alleviation,communication and coordination between commercial banking institutions and various government departments is very important.The study summarized five problems of government’s role in current financial poverty alleviation.First,the identification mechanism of poverty alleviation targets in the basic link of financial poverty alleviation needs to be improved.Second,there is a lack of rural credit system.Third,the risk prevention mechanism needs to be improved.Fourth,“the hematopoietic function” of poverty alleviation needs to be improved.Fifth,poverty alleviation policyies are not in line with supply from demand.For these problems,the study proposed that it is necessary to give full play to the government’s organizational,leading,supervision,guidance and service role in financial poverty alleviation.Specifically,government can accurately identify the target of assistance and promote the effective use of poverty alleviation elements,establish a credit evaluation system for farmers,improve the construction of rural financial ecological environment and establish a scientific and safe risk prevention and control mechanism,accurately grasp the industrial positioning and enhance “the regional hematopoietic function”,improve the policy supply of financial service supply system and participate in the whole process to ensure the high-quality implementation of financial poverty alleviation work.
