Mechanisms Of Targeted Poverty Alleviation Affecting Peasants’ Political Support

"Political support" refers to the attitude or behavior of the public expressing support for the government,the state and even the values,including specific support and diffuse support.Existing studies believe that public policy has a direct impact on political support,and mainly focus on the role of policy effectiveness,that is,how public policy improves its specific support level by meeting some needs of policy objects,but to some extent,it ignores the impact of the level of government governance reflected in the process of policy implementation on political support.From the practice of many places,the implementation of the Targeted Poverty Alleviation policy depends on the continuous and all-round interaction between grass-roots cadres and poverty alleviation objects,which provides a good example for us to reassess the impact of the policy implementation process on political support.This thesis attempts to take community F in Y County of Yunnan Province as an example,based on political system theory and Maslow’s hierarchy of needs,to analyze the mechanism of Targeted Poverty Alleviation policy affecting peasants’ political support.The study found that there is a "dual mechanism" for the impact of targeted Poverty Alleviation Policies on peasants’ political support:The first is "policy effectiveness-specific support" mechanism,Through the implementation of the poverty alleviation policy,the basic survival needs and even higher-level security needs of peasants in poor areas have been met,thus improving the specific support level of peasants to the party and the government;The second is the mechanism of "interaction between cadres and the masses-diffuse support",That is,in the process of poverty alleviation policy implementation,the hard work of poverty alleviation cadres and the standardized management of poverty alleviation work have shaped the good image of grass-roots cadres in the hearts of peasants and enhanced peasants’ legitimacy belief in the party and the government.It should be pointed out that as a "reward" for demand satisfaction,the instability and dependence caused by the high correlation between specific support and demand satisfaction make it difficult for the system to use it as a long-term stable source of political support.At the same time,policies often require peasants to make compromises in the short term in order to obtain long-term compensation.This compromise of interests further reduces the reliability of affecting peasants’ political support with performance.The diffuse support formed by the construction of legitimacy belief can make peasants have a firm emotion for the political system.It hardly changes with the outputs of the system,so it plays a more stable role in maintaining political stability and improving the level of peasants’ political support.Therefore,Therefore,this thesis argues that more attention should be paid to the implementation process of the policy,Through the improvement of the quality and ability of policy executors and the optimization of policy implementation process,the masses can have more emotional sense of gain in addition to policy performance,so as to realize the dual improvement of political support.
