The Analysis Of Financial Legal Mechanism For Poverty Alleviation In Chinese Rural Areas

Anti-poverty is a hot topic in the world today.Solving the problem of poverty is an important task in China.To solve the problem of poverty,we need to develop finance,which is the core of economy,and rural finance is the core and driver of modern rural economic development.The fifth plenary session of the 18^th CPC central committee proposed that China should build a moderately prosperous society in all respects by2020.The 13^th five-year plan also points out that under the current standards of our country,the rural poor will be lifted out of poverty,and all the poverty-stricken countries will take off their hats to tackle the overall poverty in the region.At the request of this spirit,the rural financial poverty alleviation will become the most powerful weapon to solve the poverty problem in China’s poverty-stricken areas.The rural financial poverty alleviation is in the financial category,so the research on the rural financial poverty alleviation legal system is extremely urgent.The aim of establishing the legal system of rural financial poverty alleviation is to serve the development of agriculture and rural economy,and handle the relationship between the government and the market.We must protect the financial power of the rural weak.Based on the present situation of legal system of our country rural financial poverty alleviation,found that China’s rural financial legal system exists for poverty alleviation,guiding idea,scientific legislation system is imperfect,the basic system is incomplete,the problem such as security system is not sound.Article according to the construction of legal system of rural financial poverty relief system on the basis of practice and related theory,research for the adjustment of the legal system of rural financial poverty relief objects,category,theoretical basis and system construction way,for our country rural financial legal system construction to provide theoretical support and basic train of thought for poverty alleviation.Point out that China should insist on inclusive financial concept,accurately on the basis of concept and innovation concept,follow the market leading and government guiding,moderate competition,coordinated development,the social vulnerable groups,four principles slope protection,from three aspects to perfect our country rural financial system of law for poverty alleviation:First,we will establish the basic law on poverty alleviation in rural finance,the special law on poverty alleviation in rural credit,the legislation on policy-based agricultural insurance and other relevant legislation.Second,build the effective supply of basic rural financial service system,perfecting the financial rights protection system of rural social vulnerable groups and the rural financial incentive and constraint system for poverty alleviation,build system of rural financial supervision law for poverty alleviation,form a perfect legal system of rural financial poverty alleviation.Third,we will improve the rural industrial poverty alleviation system,the rural financial credit reporting system,and the rural property rights guarantee system.
