| Since the proposal of rural revitalization strategy,rural financial poverty alleviation has been one of important tasks of revitalizing rural economy.Whatever rural industry development or infrastructure construction,it can not be separated from financial supports which are one of key factors to winning over eradicating poverty.Connecting poverty alleviation with rural revitalization,stabilizing the outcomes of poverty alleviation and ensuring eradication of poverty are points of governments of various regions to display poverty alleviation work.Rural revitalization involves many fields and finance operates throughout the process.As a vital financial institution for developing rural economy,Rural Commercial Bank plays a significant role in supporting rural revitalization and promoting modernization of rural regions.How local government make supporting policy to guide Rural Commercial Bank to effectively and sustainably conduct financial services is a major issue of current studies.Under the background of rural revitalization,the thesis took G county’s government supporting Rural Commercial Bank to conduct financial poverty alleviation as object on the basis of rural financial theory,poverty alleviation theory and government-enterprise relationship theory.Moreover,this thesis adopted literature research,case analysis and data statistics analysis to decompose issues of G county’s government in supporting Rural Commercial Bank to display financial poverty alleviation,and proposed corresponding suggestions.Under the support measures of G county government,the rural financial poverty alleviation work of the rural commercial bank has achieved remarkable results,which is specifically reflected in supporting the development of pillar industries,supporting the start of key projects,helping farmers’ production and operation,etc.However,there are still some problems in G county government’s support for rural financial poverty alleviation of rural commercial banks,such as "insufficient supervision","lack of efficiency","sustainability" and "cost control" and "risk balance" in the innovation of supporting measures,which is not conducive to the further development of G county government’s support for rural financial poverty alleviation of rural commercial banks.The reasons for the problems in the supporting measures of G county government mainly lie in the imperfect system of laws and regulations,the imperfect risk prevention mechanism,the insufficient guidance of market competition and the inactive formulation of supporting measures.Therefore,G county government needs to improve the internal and external mechanism of rural financial poverty alleviation,establish risk prevention mechanism and strengthen the guidance of rural financial market in strengthening the support of rural financial poverty alleviation of rural commercial bank. |
