Research On The Government Management Of Cultivating New-type Professional Farmers In Qiqihar City,Heilongjiang Province

The state attaches great importance to agriculture,rural areas,and farmers.The "three rural" issues are fundamental issues related to the national economy and people’s livelihood.The work of cultivating new-type professional farmers repeatedly emphasized in the No.1 Central Document is essential to the development of my country’s agricultural modernization.It is an important part of the implementation of the rural revitalization strategy,and it also meets the development requirements of agriculture and rural areas in the new era of socialism with Chinese characteristics.Qiqihar is the largest agricultural province and the second largest city in Heilongjiang Province.The cultivation of new-type professional farmers is still in its infancy.It is urgent for the government to do a good job in government management of the cultivation of new-type professional farmers to ensure the smooth and orderly development of the cultivation work.Therefore,it is very necessary to systematically investigate the government management of the cultivation of new-type professional farmers,and on the basis of investigation and analysis,further put forward the countermeasures and suggestions for improving the government management in the cultivation of new-type professional farmers in Qiqihar City.Under the guidance of Xi Jinping’ s theory of socialism with Chinese characteristics,the thesis conducts in-depth research on government regulation theory,government role theory,hierarchy of needs theory,and human modernization theory,using literature review,conceptual analysis,comparative analysis,investigation and research and other research methods,through Qiqihar City The investigation and research on the government management of the cultivation of new-type professional farmers has analyzed the current state of government management of the cultivation of new-type professional farmers in Qiqihar City,and found that there are relatively insufficient investment in cultivation funds in government management,lack of evaluation and evaluation mechanisms for cultivation,and unsound allocation of training teachers.Cultivate problems such as low management efficiency.These problems are mainly due to insufficient government support for cultivation policies,insufficient cultivation supervision mechanism,unreasonable distribution of cultivation resources,and excessively dispersed cultivation management departments.On the basis of learning from the government management experience in the cultivation of professional farmers in foreign countries,we put forward countermeasures and suggestions on increasing the support of cultivation policies,improving the cultivation supervision and management mechanism,rationally distributing cultivation resources,and integrating cultivation management institutions,so as to improve the cultivation of new professional farmers in Qiqihar City.The government’s management work contributes to the revitalization of the countryside and the northeast.
