Research On Government Support For The Cultivation Of Professional Farmers Under The Background Of Digital Village Policy

The digital village strategy provides new historical opportunities and urgent requirements for the cultivation of new professional farmers in my country.The digital village strategy not only significantly changes the way of rural governance,but also deeply changes the rural agricultural production methods and production relations,and promotes the digital transformation and upgrading of traditional agriculture.Then,under the background of digital village construction,the key task of cultivating new-type professional farmers is to cultivate a team of high-quality and high-skilled new-type professional farmers who can adapt to and master digital agricultural production methods,and provide advanced technology for supporting the development of agricultural modernization and ensuring China’s food security.Industrial talent.Based on Theodor Schultz’s theoretical framework of agricultural economics and with the help of the methodology of Marxist political economy,this research uses a combination of grounded theory and case studies to try to pass the research methods of District Y and Town J,Changsha City,Hunan Province.The practical case of this paper summarizes the theoretical picture of the new professional farmer cultivation model in the context of digital village construction and the government support system found in it.The research believes that: in the context of digital villages,the cultivation of new professional farmers is completed by a socialized cultivation system.The government is the creator of this social cultivation system.It cooperates with scientific research institutions,enterprises,village collectives,cooperatives and many other subjects to jointly build a digital agricultural ecology for local cultivation of new types of professional farmers.This new socialized professional farmer cultivation system promotes the dissemination of digital agricultural technology,provides an industrial space for cultivating new professional farmers adapted to digital agricultural production methods,and promotes the combination of digital agricultural technology and new professional farmers.The study summarizes this nurturing approach as a "guidance-generate-diffusion" model through grounded theory.Under the framework of the new-type professional farmer cultivation model of "guidance-generation-diffusion" in digital villages,the government’s roles and measures for cultivating new-type professional farmers adapted to digital agriculture are multiple and complex.As a strategic manager,the government provides institutional arrangements and creates policy space,guides the creation of a new type of professional farmer socialization training system for digital agriculture,and cooperates with this socialized service system to create industrial space for cultivating new types of professional farmers that adapt to digital villages,to promote the effective combination of advanced productivity and farmers and then promote the professional transformation of farmers.At the same time,the government has also improved the organic capital composition of each subject through public investment,thereby enhancing the cultivation ability of the socialized cultivation system and the professional development ability of new professional farmers.As a strategic manager,the government also undertakes the public function of strengthening digital agricultural industry planning and preventing project investment risks.
