Research On The Role Of Local Government In The Cultivation Of New Professional Farmers

With the development of agricultural science and technology,the traditional farming method can no longer meet the needs of modern economic development.For China,it is currently in a critical period of agricultural transformation and upgrading.The main factor restricting agricultural development is the quality of farmers,so the cultivation of new professional farmers is particularly important.Since 2000,the state began to pay attention to and put forward to continuously improve the comprehensive quality of agricultural practitioners.In 2012,the No.1 document of the central government formally proposed the cultivation of new professional farmers.The strategy of rural revitalization puts forward that the key to rural revitalization lies in talents and cultivating new professional farmers is the necessary condition to realize rural revitalization talents.In 2020,the "High-quality Development Plan for New Agricultural Operators and Service Subject" issued by the Ministry of Agriculture in Rural Areas pointed out that cultivating new professional farmers is a necessary measure to boost the high-quality development of agriculture and complete the building of a moderately prosperous society in an all-round way.Based on the reference and research of domestic and foreign literatures and the comprehensive research results of scholars,this paper analyzes what functions the government should play in the cultivation of new professional farmers and how the local government should better and more fully play its functions in the cultivation of new professional farmers.In jingchuan county in gansu province as the research object,by the method of questionnaire survey,the questionnaire distributed to the participation of farmers and collected,using interview method to cultivate spot investigation,relevant staff and visiting department is mainly responsible for cultivating and eventually understand local new professional farmers cultivate the basic situation,analysis of local government in jingchuan county vocational farmers cultivating new role and the status quo,found in the new professional farmers cultivating ways,the local government in providing public policy function,provides the public service function,organization and coordination functions,there exist certain problems,supervision and management functions There is still a big gap between the government and the ideal of how to play its role in the cultivation of new professional farmers.Under the guidance of government function theory and human capital development theory,through the research of the new professional farmers and other related achievements,the author has also made a basic definition of the new professional farmers.According to the information and materials obtained,the paper finds out the problems existing in the performance of duties of Jingchuan County government in the cultivation of new professional farmers,which mainly include:policy guidance and publicity is not in place,service system is not perfect,organization and coordination is not in place,management and assessment mechanism is not scientific,etc.Analyze the causes of the existing problems and put forward the countermeasures.Mainly from the perspective of the government itself,and puts forward the government should clear its own role,reasonable positioning of government functions,intensify policy support and publicity,improving the breeding system,encourage participating,improve the regulatory system and so on countermeasure,such ability can produce a high quality,take root in villages,have feelings,a new type of professional farmers love agriculture team.
