Research On The Cultivation Path Of New-type Professional Farmers In The View Of Rural Revitalization

Farmers' cultivation project is a long-term project.It was proposed that the cultivation of a new-type of farmers with culture,technology and operation skills was an urgent need for the construction of a new socialist countryside in the No.1 Central Document in 2006.The cultivation of modern farmers is a prerequisite for rural modernization.The No.1 Central Document in 2012 put forward for the first time to cultivate new-type professional farmers,which became the symbol of the development of farmer professionalization in China.The No.1 Central Document in2016 proposed that our country should put the cultivation of new-type professional farmers into the national education development plan and basically established an education and training system for professional farmers.In 2018,the CPC Central Committee and the State Council issued the "Rural Revitalization Strategy Plan(2018-2022 years)",set up a comprehensive occupation farmer system,optimized the structure of agricultural practitioners,and put the cultivation of new-type professional farmers into the planning of Rural Revitalization.In addition,we should strengthen the support of Rural Revitalization talents.The report of the 19 th National Congress of the Communist Party of China put forward the implementation of the strategy of rural revitalization,which depicts the future rural landscape of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life".It is an inevitable requirement to solve the contradiction between the people's growing needs for a better life and unbalanced and inadequate development.As an important measure to achieve the two centenary goals,the focus on rural revitalization is expected to truly resolve China's protracted issues concerning agriculture,rural areas and farmers.At present,the loss of rural human resources in our country has caused a big problem in the countryside,so the cultivation of new professional farmers in our country has become an inevitable trend and an important subject of rural talent revitalization.The purpose of this study is to enrich the research results of the cultivation of new-type professional farmers and provide suggestions for the cultivation of new-typeprofessional farmers in China.Through literature reading and practical research,this paper summarizes the policies and theories of the cultivation of new-type professional farmers.Based on the investigation of some rural areas in Shanxi Province,this paper finds out the practical problems existing in the cultivation of new-type professional farmers in Shanxi Province,summarizes common problems and analyzes the causes of the problems.At the same time,the author draws lessons from the previous experience and successful cases at home and abroad in the cultivation of new-type professional farmers,and puts forward the path of cultivation of new-type professional farmers in combination with the new requirements of Rural Revitalization.The main part of this paper will elaborate the cultivation path selection of new professional farmers from the perspective of rural vitalization from three aspects.In the first part,it expounds the related concepts of new-type professional farmers and the differences between new-type professional farmers and traditional farmers,according to the different definitions of new-type professional farmers in academic circles,and gives the concept explanation combining with their own understanding;secondly,based on the analysis of the theoretical basis of the cultivation of new professional farmers,this paper expounds the farmer thought of Marx and Engels,the farmer education theory of MAO Zedong and the concept of the subject farmer of Xi Jinping,taking this as the starting point and theoretical basis for the research of this paper.Finally,the paper discusses the relationship between rural vitalization and the cultivation of new-type professional farmers,the internal requirements for new-type professional farmers in the social environment of rural vitalization,and the important role of the cultivation of new-type professional farmers in the development of agriculture,rural areas and farmers.The second part is to design the questionnaire,including selecting the survey area,determining the survey object and the survey form,so as to ensure the authenticity of the data.After retrieving the data,scientific analysis of the data and the combination of examples are made to obtain the appeal of the new-type professional farmers: farmers are more interested in training subsidies,young farmers need more continuing education,and farmers with high academicqualifications have strong training awareness.Then we find the common problems in the cultivation of new-type professional farmers: less investment in funds,insufficient supply and security;The selection standard is low and the identification work is slow;The teaching staff is thin,the content is not scientific;Business philosophy is poor,marketing ability is weak and so on.At the same time,analyze the causes of these problems.The third part,based on the problems of the investigation,combined with the reality of China's rural revitalization and the successful experience in professional farmer training at home and abroad,proposes the path of cultivating new professional farmers,which is also the key content of this study.First,according to the investigation and analysis of the state's institutional arrangements on the institutional concept;Secondly,the government plays a leading role and optimizes the cultivation conditions.Various departments actively cooperate and strengthen policy support;thirdly,in terms of specific training measures,it is mainly the setting of training content and the selection of training teachers to jointly promote the progress of new-type professional farmer training;finally,it is to stimulate the endogenous motivation of farmers,through in-depth publicity work,create a good atmosphere for cultivation,give play to the main role of farmers,promote farmers' independent learning,enhance farmers' awareness of cultivation,and improve their own quality.The conclusion of this study is mainly to give a solution to the problem of cultivating new-type professional farmers.New-type professional farmers cultivating engineering has a long way,need constant attention,focus is to strengthen the rural modernization construction,the development of agricultural modernization,and stimulate peasants endogenous power,constantly optimize institutional arrangements for new farmers,improve the training mechanism,establishing the good environment of training management,promote improve farmers' quality,promote agricultural and rural an overall progress,farmers,all-round development,realize the goal of rural revitalization.
