Research On Problems And Countermeasures In Cultivating New Professional Farmers In S City

In 2012,the No.1 Central document pointed out for the first time that we should vigorously cultivate new professional farmers,and since then,the No.1document has mentioned the cultivation of new professional farmers for many consecutive years.The key to developing new type of professional farmers is to fundamentally solve the problem of "who will farm the land and how to farm the land" faced by the rural areas.S City belongs to the southwest region where agricultural economy and technology are relatively backward,and agricultural production is in a critical period of transformation and upgrading,so it is urgent to cultivate new professional farmers who can adapt to the needs of agricultural modernization and rural revitalization.S City has made some achievements since the cultivation of new professional farmers,but there are some problems in the development process,and the cultivation system of new professional farmers still needs to be improved.Based on this,the theoretical basis of this paper is mainly human capital theory,public product theory,hierarchy of needs theory,etc.The exploration methods mainly include investigation and research methods,literature analysis and comparative research methods.First,the practical situation of the cultivation of new professional farmers in S City is explored,and the specific analysis is mainly carried out from two aspects.The specific measures and practical results of cultivating new professional farmers are presented respectively.Then,the questionnaire survey and interview method are used to analyze the current problems faced by the training of new professional farmers,and the results of the investigation and research are sorted out,and then the problems to be solved in the cultivation process of new professional farmers in S City and their causes are deeply explored.At present,the problems existing in the cultivation of new professional farmers in S City include: low awareness and recognition of the cultivation policy of new professional farmers,poor enthusiasm of the personnel who participate in the training,single content of the cultivation of new professional farmers,and lack of a guarantee mechanism for the cultivation of new professional farmers.From the perspective of reasons,the problems that need to be solved in the cultivation process of new professional farmers in S City mainly include: the cultivation mechanism of new professional farmers is not perfect,the ideological consciousness of farmers participating in the cultivation is weak,the research on the cultivation needs of new professional farmers is lacking,and the cultivation of new professional farmers is lacking of supervision and guarantee.Next,through exploring and analyzing the practical experience of cultivating new professional farmers in South Korea,Germany and Japan,as well as Wuhan,Ankang and Nanjing,this paper obtains useful experience and inspiration for cultivating new professional farmers in S City.Finally,the paper combines the problems that need to be solved in the process of cultivating new professional farmers in S city,and puts forward optimization suggestions from four aspects: improving the policy mechanism of cultivating new professional farmers,deepening the ideological understanding of cultivating new professional farmers,establishing a scientific content system of cultivating new professional farmers,and establishing the supervision and support mechanism of cultivating new professional farmers.
