The business environment is an important foundation for maintaining a reasonable economic growth rate and stable social development.At the Fourth Plenary Session of the 19th CPC Central Committee,it was proposed to steadily advance the modernization of Chinas governance system and capacity on the basis of adhering to the principles and requirements.The State Council issued the Regulations on Optimizing the Business Environment and came into force on January 1,2020,providing a policy orientation for the business environment from the institutional level.The optimization of the business environment cannot be separated from the support of policies.The Regulations on Optimizing the Business Environment of Heilongjiang Province was implemented in 2019,which stimulated the efficiency of government services and the vitality of market entities in Heilongjiang Province.At present,the theoretical research in Heilongjiang’s business environment policy field is not deep enough.In view of this,this article obtains from the business affairs environment policy,in the definition of business environment,business environment,business e-government,on the basis of the basic concepts such as environmental policy,with the new public management theory,new public service theory,the theory of "seamless government" and the theory of institutional change,the heilongjiang province business affairs environment policy as the research object,from the heilongjiang province business affairs environment policy in the examination and approval,the service policy,public policy and regulatory policy four dimensions,Four problems are analyzed,including the lack of convenience of examination and approval policy,the lack of effectiveness of service policy,the lack of transparency of public policy and the lack of standardization of supervision policy.The causes are as follows:insufficient research before policy making,unreasonable institutional setting of policy subject,insufficient self-innovation of policy-making departments,and complex and changeable factors affecting policy making.And draw lessons from foreign New Zealand,Singapore,and the advanced experience of domestic in jiangsu province,zhejiang province,combining with the situation of heilongjiang province put forward the following Suggestions:one is creating differentiation,accurate examination and approval system,deepening the reform of and decentralization,cut approval process and time,set up personalized approval system,to improve the examination and approval system operability;Second,deepen the service policy reform,improve the service process criteria,scientifically build a smart service system,upgrade the service system that benefits enterprises,and improve the standardization and fairness of service policies;Third,strengthen government information disclosure,improve the negative list system of information disclosure,improve the system of government affairs disclosure,strengthen the supervision policy of government affairs disclosure,and formulate measures for personnel training of government affairs disclosure;Fourth,we will improve the working mechanism and content of government oversight,the government’s credit supervision policies,the rules and regulations on the conduct of government departments,the media’s accountability to the public,and the establishment of a regular mechanism for "responding to requests".To better play the role of business environment to provide policy support for the continuous economic development of Heilongjiang Province to provide theoretical guidance.
