Research On Institutional Construction Of Business Government Environment In Dalian From The Perspective Of Seamless Government

Business environment is an important measure to stimulate the vitality of market subjects and an important driving force to promote economic development.It is divided into four categories: market environment,government environment,legal and policy environment and humanistic environment.Among them,the business government environment is the political foundation and important support,and the primary factor within the business environment,which refers to the sum of the external factors that affect the enterprise,such as the government services provided by the government and relevant departments from the start,operation to the end of the enterprise.In recent years,Dalian’ s economic growth has declined significantly,and the optimization trend of business environment is sub-health.The weakness of government environment is particularly prominent.From the long-term perspective of economic development,Dalian needs to solve the business government environment as the primary problem at present.Based on the system construction of business government environment in Dalian,this thesis studies the policies and institutional documents for the formulation and implementation of business government environment in Dalian through policy text analysis,makes a quantitative analysis of the policies according to the introduction time,text type and number of policies related to business government environment,and analyzes that the system construction of business government environment in Dalian is mainly in the four major issues of policy demand,government process,service supply,and management system.And using the theory of new public management and seamless government as the theoretical analysis framework,through the content analysis method to analyze the reasons for the found system construction problems,mainly in four aspects: the gap between the demand of business system and market demand,the neglect of convenience in the construction of government service system,the non-compliance of service supply quality and efficiency,and the absence of business system in the management of service results.Under the theoretical framework,this thesis puts forward the optimization path from four aspects: First,customer-oriented construction of an on-demand system for business and government affairs;Second,optimizing and reengineering the government service system with a service orientation;Third,promote the innovative reform of administrative system with the goal of high quality and efficiency;Fourth,build a result oriented management framework with the guarantee of sound management system,with a view to finally forming the optimization and reconstruction of the system construction of business and government affairs environment,promote the in-depth development of the business environment in Dalian.At the same time,it provides experience and reference for the optimization of business and government affairs environment in various provinces and cities in my country.
