Research On The Path Of Optimizing Business Environment By The Grass-roots Government

Optimizing the business environment is an effective measure to promote high-quality economic development.A good business environment can attract and retain more high-quality enterprises,innovative technologies and high-end talents,enhance local economic stability and risk resistance,and seek development in a complex and changing external environment.Optimizing the business environment is also the way to improve the modern level of government governance ability.The outline of the"Fourteenth Five Year Plan" further clearly points out:"Deepen the streamlining of administration and decentralization,the combination of decentralization and management,optimize the service reform,comprehensively implement the system of government power and responsibility list,and continuously optimize the business environment." Build a first-class business environment "is an important part of improving the government’s governance capacity.Grassroots governments,as the grassroots organizations of national governance and the lowest level local governments,play a leading role in improving and optimizing the overall level of local business environment in all aspects and fields.In recent years,Y Town has taken "sweet peach,beautiful scenery,happy life" as its vision blueprint,constantly deepened the reform of "decentralization,management and service".It focuses on promoting green transformation,digital transformation,quality improvement and collaborative development,and strives to build a "Chinese Peach Township" with strong industry,beautiful environment,rich people and good governance.The business environment has been greatly improved by years of development.However,there are still some problems.This paper takes Y Town as the research object,using the new public management theory,policy tool theory and service-oriented government theory.Through questionnaire survey and other empirical research methods,this paper comprehensively investigates and understands the current situation of optimizing business environment in Y Town.From the questionnaire I found that Y Town still exists many problems such as insufficient attention by the government to optimize the business environment,low public satisfaction with government services,difficulties in attracting talents,weak ability of tourism industry to promote development,and so on.Based on the analysis of the causes of the above problems,drawing on the typical practices of business environment model cities such as the Singapore city,Washington D.C,Shanghai and Nanjing,and combining the actual situation of Y town and the authority of the grass-roots government,this paper proposes four optimization suggestions:improve various mechanisms to improve the operational efficiency of the government,optimize government functions to improve the quality of public services,maintain the fair market environment and create a normative policy environment.Those suggestions will not only promote Y Town to further improve the business environment,but also increase its innovation advantages and win the initiative in the new round of development.At the same time,it also provides reference for other regions.
