Under the background of increasing urbanization,global competition has extended from the national level to the city level.How to stand out in the fierce competition has become an important challenge for cities.In order to expand the city’s external and internal attraction,the government,as the city manager,has gradually realized the value of the city’s image in the development of the whole city,and has put the improvement of the city’s image on the city development agenda.Paris has become the world’s fashion capital,Hong Kong has become Asia’s world city,and Singapore has become the world’s very Singapore.It enjoys a good reputation and attracts a large number of tourists and investors.City image has gradually been used by local governments as an important tool for city competitive strategy,and its role in enhancing the competitiveness and value of cities cannot be ignored.Harbin,the capital of Heilongjiang Province,It is a famous historical and cultural city and tourist city in China.It’s called"ice city,summer capital" and "Oriental Moscow".The city image of Harbin has a unique cultural heritage and cultural taste,but compared with the domestic rapid development situation,The practices of other advanced cities and people’s expectations of the city’s image still have much room for improvement.How to further integrate urban resources and enhance the image of Harbin,highlight the unique charm of the city,and enhance the influence and competitiveness of the city is an urgent problem to be solved.Based on the above background and from the perspective of government behavior,this article uses literature research methods,comparative analysis methods,statistical analysis methods,and case analysis methods based on public product theory,new public management theory,meta-governance theory,and sustainable development theories.,Taking the improvement of Harbin’s city image as the main research object,and analyzing the problems existing in the practice of Harbin government’s promotion of the city’s image,such as instability of policies resulting in weak support for the city’s image,weak government support for industrial transformation,and government The lack of reasonable development and protection of urban resources,the single way for the government’s external promotion activities,and the improper handling of the city’s image crisis by the government.The causes can be summarized as the pursuit of political achievements leading to inaccurate positioning of the city’s image,lack of fiscal and taxation support,slow industrial transformation and upgrading,short-sighted government behavior goals,lack of integrated marketing communication concepts,and insufficient government crisis public relations capabilities.On this basis,we draw lessons from the establishment of a city image enhancement service agency in Seoul,South Korea and the development of tourism industry in Nice,France to support the image of the city,as well as successful cases of governments in Hangzhou,Chengdu and other places in promoting city image,and draw relevant construction experience.In response to the problems of government behavior in the improvement of Harbin’s urban image,corresponding countermeasures and suggestions are put forward from five aspects,including macro strategy,public investment,environmental optimization,publicity and promotion,and legal systems,so as to effectively enhance Harbin’s urban image and urban competitiveness.Promote the comprehensive and coordinated development of Harbin’s economy,society,population resources and environment.
