In the process of the development and evolution for urban management, People raise doubts and criticisms for urban management beyond compare to other types of occupation. 1996, Beijing Xuanwu District set up The Urban Administrative Bureau, it has experienced the social image of itself from the positive praise- get both praise and blame- be blamed seriously. Especially in recent years, because of violent law enforcement, urban image have been facing larger negative crisis, become the hot point and focus of attention in today’s society.Reconstruction of urban management image is a complicated social problem, the Department emphasize control, management and authoritarian, the kind of mode shows disadvantages gradually,it can’t adapt to the new situation. Combines national building service type Government, and " limited government and strong society" requirement, author attempts to using modern governance theory, combines national governance system "party, government, enterprise, society, people, media" form analytical framework on urban management image reconstruction from governance perspective, to the multi-agent cooperation, multi-center governance,participation sharing bonus basically follow the city governance, to explore new paths to shape urban image. Taking common western level city— L city urban management department as a case analysis, to extract the basic experience of timely promotion urban image reconstruction, author believe that it serve as a reference and tool value for other urban management departments, author achieve the research objectives.
